Dear Brian:
On June 27, 1996, The City of Ashland (Ashland) and the Bonneville Power Administration
(BPA) executed Amendatory Agreement No. 7 (Agreement), amending its power sales contract,
Contract No. DE-MS79-81 BP90432. Under section 2(c) of the Agreement, Ashland is required
to submit to BPA a Firm Resources Exhibit (FRE) for OY 1996-1997 within 30 days of the
execution date of the contract.
Enclosed for your signature are a FRE (Exhibit I) revised to include the purchased resources you
elected to add under section 2(b)(4) of the Agreement and Contract No. 96MS-94924 for the
Surplus Firm Energy purchased from BPA. The Exhibit I will not need to be revised during the
five year period unless you decide to revert back to full requirements status.
Please sign both copies of the FRE and the Contract and return one copy of each to me not later
than July 27, 1996.

CONFIRMATION AGREEMENT
The following documents the terms of a transaction agreed to by Bonneville Power
Administration (BPA) and the City of Ashland, Oregon (Ashland) on June 27, 1996.
Delivery points, billing and payment provisions hereunder are in accordance with
Ashland's requirements power sales contract with BPA, Contract No.DE-MS79-
81BP90432.

Scheduling: This sale will not be scheduled.
Billing:
Billing and payment under this Agreement shall be made consistent with
and as a specific item in the Wholesale Power Bill.
The total energy and demand under this Agreement for each billing period are as
specified under Table 1 below. These amounts shall be deemed to be delivered. Payment
for SP demand and energy under this Agreement shall be at the price specified in the
Pricing Table below.
For purposes of determining Ashland's Measured Demand and Measured Energy for PF
Rate billing under the requirements power sales contract, the kilowatt demand amounts in
Table 1 will be deducted from Ashland's measured peak demand and the energy amounts
in Table 1 hereunder will be deducted from Ashland's measured energy for the billing
period.
The monthly rates for Surplus Firm Energy shall be in accordance with Bonneville's
Surplus Firm Power (SP-93) rate schedule or its successor, and shall be as specified in
section 5(b). The rates for Surplus Firm Energy shall include charges for transmission
service, transfer service (if applicable), and associated losses over the Federal Columbia
River Transmission System to the point(s) of delivery. The rates do not include any
applicable reactive power or delivery charges. Ashland agrees to pay Bonneville for
reactive power or delivery charges, if any, based on Ashland's total load at the point(s) of
delivery, as further described in Bonneville's General Rate Schedule Provisions.
