FARE REDUCTION PROGRAM AGREEMENT
Agreement made effective July I, 2002 between Rogue Valley Transportation District (RVTD) and the
Cite of Ashland (City).
RVTD and City agree:
1 . Fare Reduction Program. RVTD has implemented reduced transit fare within the City of
Ashland. The intent of the program is to increase RVTD ridership within the City of Ashland.
1.1 The program will begin on July 1, 2002 and will be completed effective June 30, 2003.
1.2 RVTD will charge passengers picked up and delivered within the City of Ashland a fare
reduced from $1.00 to $.25 per one-way passenger trip.
1.3 RVTD will provide 15-minute service between the Plaza and Highway 66/Siskiyou
Boulevard and will continue the current schedule and service on Route 5.
2. Free Fare Program. In addition to the fare reduction program described in paragraph 1, the City
desires to have RVTD implement a free transit fare program within the City of Ashland.
2.1 RVTD shall implement the program in the following manner:
a. The free fare program will begin as soon as feasible after this agreement is signed
by both parties and continue until September 30, 2002. The free fare program will be
evaluated by both parties prior to September 30, 2002 at which time the parties may
mutually agree to continue the program for another three calendar quarters. Prior to the
expiration of each such calendar quarter the parties will re-evaluate the program and
either party may terminate the program at the end of such quarter provided that 15 days'
prior notice is given.
b. While the free fare program is in effect, RVTD will reduce the fare described in
paragraph 1.2 to zero.
C. All other requirements of RVTD set forth in paragraph l will remain the same.
2.2 In addition to the sums described in paragraph 3, the City will pay to RVTD a sum not to
exceed $10,000 for each quarter the free fare program is in effect. The amount to be paid for
each quarter shall be determined by multiplying the number of passengers using the fixed route in
the quarter times $.25 and the number of passengers using Valley Lift in that quarter times $.50.
City shall pay this sum within 30 days of written invoice submitted to the City.
2.3 Program. Additional expenses incurred by RVTD resulting from increased Valley Lift
ridership shall be monitored and figured in as part of the overall cost of the program.

Consideration. The City rill pay to RVTD the sum of 5200,000 as its conaibutiou to the

4. Pubiicir-,_ Any publicity or advertising regarding the program by the City shall first be reviewed
by R TD for accuracy and must acknowledge the support ofRVTD-
Access to Records. The City and its duly authorized representatives shall have access to the
records of RVTD and any subcontractors which are directly pertinent to this Agreement for the purpose of
mal, audit examination: excerpts, and transcripts.
b. Worle is' Compensation. RVTD, its subcontractors, if any. and all employers working under this
Agreement are subject employers under the Oregon Workers' Compensation La- and shall comply wirh
ORS h1b 417, which requires theca to provide workers' compensation coverage for all their subject

Dear Luanne:
Thank you for your letter of July 18, 2002 and attachments. We are now returning to you one
of the original Fare Reduction Program Agreements between RVTD and the City of Ashland,
and have retained the other for our files.
As agreed in our contract, the City will now make an initial payment of $50,000, $50,000 on
October 1, 2002, $50,000 on January 1, 2003 and the final payment of $50,000 on April 1,
2003.
