CHRISTIANSEN FOR PERSONNEL CONSULTING SERVICES This agreement is made and entered into by and between City of Ashland, 20 North Main Street, Ashland, Oregon, hereinafter called "CITY" and Peggy A. Christiansen, hereinafter called "CONSULTANT", 22238 Craft Court, Calabasas, California 91302. The parties agree as follows: 1. Scope of Services: For the fees described below, CONSULTANT will provide specialized human resources consulting services to CITY. These services shall include, at City's request, service as an agent of CITY in providing assistance to CITY in its conduct and completion of a JOB DESCRIPTION PLAN which entails analyses and preparation of approximately eighty job descriptions and a final plan document. 2. City Responsibilities: CITY shall assist CONSULTANT by providing any and all information within its possession or control which may be reasonably helpful in the performance of the services to be provided. 3. Compensation: The services described above will be performed for a total anticipated fee of $6,250, excluding travel and out of pocket expenses. Monthly billings shall be due and payable upon receipt and approval by the CITY. 4. Independent Contractor: CONSULTANT is, for all purposes arising out of this agreement, an independent contractor and shall not be deemed an employee of the CITY. 5. Limited Liability: With regard to services to be performed under the terms of this agreement, CONSULTANT shall be an agent of the CITY and thereby afforded the protection of the Oregon Tort Claims Act, ORS 30.260 to 30.300. 6. Terms: The duties, responsibilities and obligations of both CITY and CONSULTANT shall commence upon the date of execution of the Agreement and shall continue until either party shall serve written notice upon the other of a desire to terminate or modify its terms. January 31, 1996 Mr. Brian Almquist, City Administrator Ms. Janice Alderman, Personnel Assistant 20 North Mah'~ Street Ashland, Oregon 97520 Dear Brian and Janice: Brian, I was sorry not to be able to see you one more time before I left, but at that point I'd had several weeks of "good byes" and was more than ready to hit the road (which tumed out to be an adventure in itself). In any event, I never really envisioned a good bye but, rather, a "see you later". I fmally have my office set up and spent yesterday aftemoon assessing the Classification Plan/Job Description project. Here's the scope of work, as I see it. The ultimate goal of the project is to prepare up-to-date classification and job descriptions for all regular positions in the City's workforce. These descriptions would ultimately be compiled into a document for City Council approval and provide a base of information from which to conduct compensation reviews prior to the next round of collective bargaining negotiations. As you know, LGPI started this project last year. In total, the Cit,v paid LGPI approximately $6,000. In exchange, the City received approximately 35 completed Management/Confidential descriptions and initial questionnaires, interviews and first draft descriptions for the 25 or so positions in the Clerical/Technical unit. No work was begun by LGPI on the non-management positions in the Laborer's, Fire, Police and Electric units. About 25% of LGPI's costs were for travel expenses and the quality of the work was average to below average. TRACK ONE: LABORER'S UNION The Laborer's have been patiently waiting. I have enclosed a diskette with a modified, streamlined Position Analysis Questionnaire. A mandatory meeting of the employees within the unit should be called by Personnel as soon as possible and each employee required to complete the questionnaire prior to leaving the meeting. Janice can conduct Peggy A. Christiansen Job Description Proposal January 31, 1996 the meeting, or if you want to pay travel costs, I will certainly do it. From the questionnaires, I will prepare the first draft of the descriptions. These will then be reviewed by the supervisor and a second and possibly third/final draft prepared. COST: $2,000, excluding travel and out-of-pocket costs. One original of each, plus diskette provided. Approximately 14 descriptions. TRACK TWO: CLERICAL/TECHNICAL Simultaneous with track one. distribute "final" drafts for supervisor review. These descriptions are fairly well complete but for a little word smithing and wrangling with supervisors over job details/titles, etc. COST: $750. This is essentially cleaning up LGPI's work. If it tums out there is more than just clean up, $100 per hour additional, excluding out-of-pocket costs. One original of each, plus diskette provided. Approxhnately 25 descriptions. TRACK THREE: SWORN FIRE AND POLICE (NON MANAGEMENT) These positions should not require Position Analysis Qnestiormaires or interviews as the job duties and functions are fairly standardized in the public safety industry. I would propose to work with the Department Heads (who frequently have comparable job descriptions akeady assembled) and prepare first drafts tailored to the City of Ashland for review and comment by the employees/supervisors. We should be able to move fairly expeditiously on these, although issues in the Fire Department associated with ambulance service delivery could complicate them somewhat. COST: $1,000, excluding out-of-pocket costs. One original and diskette provided. Approximately 7 descriptions. TRACK FOUR: NON SWORN POLICE (NON MANAGEMENT) These include the Dispatchers, Community Service Officer and Parking Patrol. I believe some work has been started on these. If questionnaires haven't been completed, they should be. I don't know if the new Ambulance Service Coordinator (tide?) is in this group or Management/Confidential, but in any event, I think the job description is complete. COST: $750, excluding out-of-pockets, assuming work has begun on this already. Approximately 4 positions. Peggy A. Christiansen Job Description Proposal January 31, 1996 TRACK FIVE: ELECTRIC I have the least familiarity or exposure to these positions. My assumptions are that these positions track the power industry and are fairly boilerplate. I'm not aware of any urgency in this group and therefore suggest we deal with it last. I'm going to asstune that questionnaires are not required, although some positions may warrant them. COST: $1,250, excluding out-of-pocket costs. One original and diskette provided. Approximately 12 descriptions (per Union contract). FINAL DOCUMENT PREPARATION Lastly, I would suggest a final document be compiled which integrates all the descriptions with a table of contents and a reference numbering system for each job description. COST: $500 for one original document with diskette, excluding any out-of-pocket costs. PROJECT SUMMARY: The total base project costs are $6,250, excluding travel and other out-of-pocket costs. With respect to time frame, I would plan to work on it at a steady pace during the next two months. I assume a contract will be needed and so have included one for your consideration.
