ARTICLE 1
THE CONTRACT DOCUMENTS
Thc Contract Documents consist of this Agreement, Conditions of the Contract (General, Supplementary and other Conditions),
Drawings, Specifications, Addenda issued prior to execution of this Agreement, other documents listed in this Agreement and
Modifications issued after execution of this Agreement; these form the Contract, and are as fully a part of the Contract as if attached
to this Agreement or repeated herein. The Contract represents the entire and integrated agreement between the parties hereto and
supersedes prior negotiations, representations or agreements, either written or oral. An enumeration of the Contract Documents,
other than Modifications, appears in Article 9.
ARTICLE 2
THE WORK OF THIS CONTRACT
The Contractor shall execute the entire '\X/ork described in the Contract Documents, except to the extent specifically indicated in

DATE OF COMMENCEMENT AND SUBSTANTIAL COMPLETION
3.1 Thc {.late of commencement is the date from which the Contract Time of Paragraph 3.2 is measured, and shall be the date of
this Agreement, as first written above, unless a different date is stated below or provision is made for the date to be f'Lxed in a notice

CONTRACT SUM
4.1 The Owner shall pay the Contractor in current funds for the Contractor's performance of the Contract the Contract Sum of

($ 105,725.00 ), subject to additions and deductions as provided in the Con-
tract Documents.

ARTICLE 5
PROGRESS PAYMENTS
5.1 Based upon Applications for Payment submitted to the Architect by the Contractor and Certificates for Payment issued by thc
Architc~ct, the Owner shall make progress payments on account of the Contract Sum to thc Contractor as provided below and
elsewhere in the Contract Documents.
5.2 The period covered by each Application for Payment shall be one calendar month ending on thc last day of thc month, or a~s

ARTICLE 6
FINAL PAYMENT
Final payment, constituting the entire unpaid halance of thc Contract Sum, shall be made by the Owner to the Contractor when (1)
the Contract h;Ls been fully performed hy the Contractor except for the Contractor's responsibility to correct nonconforming
Work ms provided in Subparagraph 12.2.2 of thc General Conditions and to satisfy other requirements, if any, which necessarily
survive final payment; and (2) a final Certificate for Payment has been issued by the Architect; such final payment shall be made by
thc Owner not more than 30 days after thc issuance of the Architect's final Certificate for Payment, or as follows:

As per your request we have prepared a fourth budget, this is in addition to
our current proposal, for the lath and plaster repair work on the exterior
and interior of the Ashland Historic Library project. This is provided
after completing a site visit and walk through which revealed the actual
site conditions in addition to the provided drawings. Our previous budget
of $76,350.00 on a time and material not to exceed basis with the addition
of unit prices for additional fQgLages needs to be revisited. This is to
protect all parties as to what the actual costs could potentially become so
no one is shocked and to avoid disputes.
The following items are needed to be discussed to show the owner what is
involved and the potential costs associated:
Exterior: Base bid - $68,850.00
Site visit revealed an additional 125 square feet of patches $4,375.00.
The sills on the North Elevation from keynote 7 are not a plaster patch
situation but more of a form and pour concrete situation. Currently the
concrete below the sill has deteriorated back 4" and down 4" plus to create
the current void. This is not a plaster patch situation. The repair should
consist of forming down to an engineered depth, possibly rodding with rebar
to join the new and existing together, and then pouring concrete to fill the
current void. This needs design, engineering and pricing.
No work to be performed in the area to the right of alternate one.

Matching the current variations of textures will likely be unacceptable. As
stated previously we will do our best with the available materials to match
but there is no control of the current textures. The current building has a
variety of textures within the textures and our work will more than likely
be detectable visually. If a patch were deemed unacceptable it would
require either the area to be reskimmed corner to corner in complete panel
fashion, which would require the removal of the paint. The other option
would be to furr, lath and plaster the area such as the process intended for
the South Elevation. Either process would be at the expense of others.
Billings and Cronn Company will do the best it can, but a patch is a patch.
Interior: Base bid - $7,500.00
Site visit revealed actual work required on both floors would create a new
budget of $32,500.00 to replace the current budget of $7,500.00. The split
would be $11,000.00 for the work shown on the drawings and $21,500.00 other.
It also revealed water damage to the paint and it is our opinion that the
existing paint needs to be removed or the new paint will eventually fail due
to bonding issues. For the basement area an option to be considered would be
to furr the walls, install plaster baseboard then veneer plaster. This
should provide a plaster finish to satisfy the historical value and provide
and long lasting durable surface. Upstairs again the issue of matching
texture will be a challenge. The current finishes and new consistent sand
finish will be detectable as demonstrated by the current patching already
performed. The walls are also far from flat and true and patching will only
amplify that fact. Is paneling intended to be installed from floor to 7'v
It is typically a smooth texture and can be patched as such.

Exterior patches $35.00 per square foot with any hole
larger than 1" constituting a square foot and a 15 square foot
minimum.
Interior patches $15.00 per square foot with any hole
larger than 1" constituting a square foot and a 35 square foot
minimum.
