MINUTES FOR ADJOUF~.NED MEETING ASHL_~ND CITY COU~'.~CIL MARCH 23~ 1970 The Common Council of the City of Ashland met in adjourned session at 4:00 p.m. this date, Councilmen Bailer, Dodge and Roberts present. ~sent: Haines, Jones & Willstatter. Mayor McKeen presided. ' ' 'Councilman Bailer requested that City Attorney read the re-' solution calling for special election for Ashland Charter Revision to be submitted to the electors at the Primary Election, ~,Iay 26, 19 70. . · Following reading by .Attorney Skerry, moved by Bailer, seconded by Dodge, that under a suspension of the rule, resolution be passed to second, reading by title only. On roll call, carried unanimously. ·.. Following second reading by Attorney'Skerry, moved by B'ailer, Seconded by Dodge, that resolution be adopted. On roll call, carried unanimously. City? Administrator Boshears stated that he can. now present a Mini-Budget within 6% limitation, however he stated that must go for a Bond issue for equipment. He suggested $50,000.00 5 year bond issue which would ~mount to 22%¢ per thousand, the 1st year and decrease each following year. [qr. Boshears also stated that Budget does not allow for any addition of ne%~.~ per- . sonnel such as police. To add 3 patrolmen and one clerk would require a serial levy in the'amount of $35,000.00 to $40,000.00 each year. - . C°nsid~rable discussion was entered into regarding the 'absolute necessity of a new Tax Base, and Councilman Bailer stated he would start action immediately pursuing this matter in order to have it ready to present to the electors for the General Election to be held November 3, 1970. The matter of new improvements such as sewage plant expansion, storm se:,~ers & etc., was discussed and consensus of opinion this should be considered, on a 20 yr. bond iss.ue basis when needed Mayor McKeen stated that any proposed issues which are contemplated should be presented to the public before the Primary in ~4ay.
