Attached for your records is a letter-form agreement
concerning the construction of a proposed bicycle-pedestrian
facility between Walker Avenue and Tolman Creek Road in
the City of Ashland on the Rogue Valley Highway in Jackson
County.
We have retained a fully executed copy of this
agreement for the Commission's files.

Gentlemen:
Bicycle-Pedestrian Facility
Walker Avenue-Tolman Creek Road (Ashland)
Rogue Valley Hwy. (ORE 99)
This letter-form agreement is submitted for your approval
pursuant to prior correspondence and discussions concerning the
construction of a proposed bicycle-pedestrian facility between
Walker Avenue and Tolman Creek Road. The facility is basically
parallel and adjacent to Rogue Valley Highway in Ashland. The
project is scheduled for a fiscal 1973 letting.
Construction of the bicycle-pedestrian facility may be
accomplished as follows:
1. State shall prepare plans, contract, and bear all
costs related to construction, including necessary
signing, along the proposed project.
2. State shall construct the facility on the existing
highway right-of-way and utilize existing footpaths
or trails where possible, with meandering as required.
3. State shall include in the contract installation of
curb barriers to obstruct motorized vehicles from
entering the bikeway along the highway, when required.
4. State shall coordinate work with City Public Works
Department in the interest of protecting existing
improvements.

5. State and City agree to perpetual use of any
properties utilized for this facility owned by
either City or State, and this use shall not be
revocable except by mutual, written agreement.
6. City shall adopt the necessary resolution or ordi-
nance restricting motorized vehicles from this
facility other than for emergency or maintenance.
7. City shall close, reconstruct, and/or reroute those
streets or roads conflicting with this facility to
provide alternate routes for motorized vehicles,
if any there be.
8. City shall be solely responsible for all mainte-
nance required on this facility, upon completion
of construction.
Based on City of Ashland's request, we trust the foregoing
is agreeable. Please have the necessary signatures affixed and
return three signed copies to this office.

Dear Mr. Alsing:
This is in response to your letter of April 18, 1972,
concerning the construction of a bikeway along Siskiyou Boulevard
in the City of Ashland..
This bikeway construction may be accomplished as follows:
1. The State to prepare the plans, contract, construct and
bear the cost of the bikeway as outlined in your April 18,
1972, proposal.
2. The City of Ashland agrees to accept all other responsibilities
for the bicycle route including the costs of signing,,striping,
lighting and maintenance.
If this is agreeable to the City Council, please indicate approval
below and return two signed copies to this office.
