THIS AGREEMENT, entered into this 17th day of September, 1985, by and between
the CITY OF ASHLAND, a municipal corporation of the State of Oregon, herein-
after called "City", and BRIAN Lo ALMQUIST, hereinafter called "Almquist",
both of whom understand as follows:
RECITALS
City desires to employ the services of Almquist as City Administrator of the
City of Ashland as provided by Charter of said City; and
Almquist desires to accept the employment as City Administrator of the City
of Ashland°
AGREEMENT
1o General° City hereby engages Almquist as City Administrator of
the City to perform the functions and duties specified in Section 2°28°020 -
2°280050 of the Municipal Code of said City°
2. Compensation° City hereby agrees tO pay Almquist at the rate of
$4,535 monthly as compensation for the rendition of the above-mentioned
services, provided that the City Council may, from time to time, increase
the amount of such compensation°
Before voluntarily resigning his position, Almquist agrees to give
the City Council at least ninety (90) days notice in writing of his intention
to resign, stating the reasons therefor°
ao City hereby agrees to annually budget and allocate sufficient funds
to pay for expenses of Almquist's necessary travel and living to
represent the City at the annual International City Management
Association conference; the annual League of Oregon Cities conven-
tion; conferences of the Oregon Section of International City man-
agement Association; and such other meetings as are authorized by
the City Council°
bo Almquist's duties require, and he shall have the exclusive and
unrestricted use at all times during his employment with the
City of a motor vehicle provided to him by the City° City shall
be responsible for paying for liability, property damage and
comprehensive insurance, and for the operation, maintenance and

and repair of said automobile°
3o Severence Pay° In the event of the involuntary separation of Alm-
quist as City Administrator within three (3) years following the effective
date of this agreement, to wit, September 1, 1985, he shall be entitled to
receive a lump sum payment equal to six (6) months aggregate salary° Invol-
untary separation as used in this paragraph means his discharge or dis-
missal by the Mayor and Council or his resignation following a salary reduc-
tion greater in percentage than an across-the-board reduction for all City
employees, or his resignation following a suggestion to him by the Mayor
and Council that he resign, whether formal or informal, or his resignation
following a reduction of any of the perquisites herein specified°
Almquist shall not be entitled to severence pay if he is dismissed due
to malfeasance or gross incompetency in office, or if he is convicted of a
crime involving moral turpitude°
4o Benefits and Working Conditions° The provisions of Resolution Nos°
79-55 and 80-38 relating to working conditions, vacations and leave as they
now exist or hereafter may be amended, shall apply to Almquist, together
with other fringe benefits relating to general city employees°
