The Council of the City of Ashland adopts the following findings
of fact regarding the water moratorium in the northwest Ashland
area, more specifically described in Exhibit "A" attached hereto
and made a part hereof.
l)
The City of Ashland's Comprehensive Water Plan, completed
in September, 1980, by R. W. Beck & Associates, has
identified in Section IV that shortages and unsatisfact-
ory operating pressures would occur in the northwest
section of the City of Ashland during high demand periods.

Such shortages and unsatisfactory water pressures would
most likely occur during the summer months and would not
only be an inconvenience to the public but a danger, as
insufficient fire flows would exist during these periods.

This area of the City has received considerable interest
from developers and property owners toward development
for residences. The Council requested R. W. Beck &
Associates to analyze how much additional capacity remained
in the area which could be accommodated in the existing
system. R. W. Beck in a letter dated February 25, 1982,
recommended that no further development be allowed in this
area prior to the installation of a 24 inch supply line to
the west side along Ashland Canyon.

The problem, according to the Beck report and the City
Water Department, is limited to that area on Exhibit "A",
and building activity in other parts of the City would not
adversely affect the water pressure in the area delineated
on Exhibit "A"

While large areas of vacant land are in this area, there
is sufficient R-1 land (approximately 150 acres) in the
remainder of the City to accommodate the housing needs of
the City during the moratorium.

The water shortage in this area can only be solved with the
construction of new facilities as described in detail in
the Beck report which is scheduled for the period 1990-2000.
7)
Any additional building in the area shown on Exhibit "A"
will result in there being inadequate fire flow during the
s ~m~er months.
CONCLUSIONS
The Council of the City of Ashland concludes on the basis of the
above facts that additional, unregulated building activity would
present a danger to the public health, safety, and general welfare,
and regulations limiting the issuance of building permits, must be
enacted to protect the public's health and safety.
The Council further concludes that the public financing of this

facility is programmed for consideration after the year 1990,
unless benefitted property owners in the area petition the City
Council for the formation of a Local Improvement District to
finance the said improvement at an earlier date.
