BONNEVILLE POWER ADMINISTRATION (Bonneville), and CITY OF ASHLAND (Utility),
WITNESSETH:
WHEREAS the parties hereto, on September 1, 1981, executed the Water
Heater Wrap Program Exhibit to the short-term Energy Conservation Agreement,
Contract No. DE-MS79-81BP90791 as amended, and the parties desire to amend
Attachment 1 of such Program, Water Heater Wrap Specifications, to reflect the
following changes:

1. Effective Date of Agreement. This amendatory agreement shall be
effective as of 2400 hours on the date of execution (Effective Date).

2. Amendment of The Water Heater Wrap Proqram. The Water Heater Wrap
Program is hereby amended as follows:
Attachment 1 is deleted and replaced by the-attached Attachment 1
dated 2/2/82.

The minimum Wrap dimensions shall be as specified by the Utility.
The Wrap shall be faced with white vinyl sheeting with a no~)inal
thickness of four mils (minimum 3.2 mils). The vinyl shall be
continuously laminated to the fiberglass blanket.
The vinyl facing shall have a flame spread rating of no r.~ore than
150.
The vinyl facing shall be: Stauffer Chemical (Plastics Division,
Westport, CT) "Ultrafilm Atlas 96", or Kohkoku USA, Inc. (Everett,
WA) "Achilles EUJO 3.2", or equivalent products manufactured by.
others.
The tape supplied shall be white vinyl: Fasson (Div. of Avery
Products, Painsville, OH) "Fastape type 0555 White Vinyl", Compac
(Netcong, NJ) "Perm Tape Embossed White Vinyl type 4025-4", or
equivalent products manufactured by others.
The tape shall be provided in sufficient quantities to install the Wrap
according to the Electric Water Heater Insulation Kit Installation
Specifications. The minimum tape ~idth furnished shall be three inches.-
The Utility may add requirements to these minimum specifications in·
order to meet their particular needs, except that the aooitional
requirements may not conflict with these specifications or
s i gni fi cantly 1 i mi t c ompeti ti on.
The Vendor shall furnish a set of material test results corresponoing
with the preceding requirements as ~ell as certify in ~ritin§ to the
Utility that the product offered meets the requirements of this
specification and any additional requirements ad~eO by the Utility.
All materials used in the Kit shall be UL listed for fire resistance.
PACKAGING OPTIONS
The product shall be supplied in either of t~o v~ays:
Consumer Application: Packaged indivioually in sealed containers,
complete with insulation blanket, an adequate amount of tape, ano
complete instructions suitable for use by an indiviOual Consu~mr.

Utility Application: Insulation blanket packaged indiviaually in
a sealed container. Tape to be supplied in bulk packaged
separately. The amount of tape to be furnished shall be the net
calculated amount necessary for the number of Kits ordered plus l0
percent.
The packaging option shall be specifiedby the Utility. In either
case, packages shall be labeled in accordance with Federal Trade
Commission standards, including rated R-value.
The product shall be packaged in such a way that water vapor or
moisture do not collect within. Evidence of moisture present in the
package or wrap shall be grounds for rejection.
INSTALLATION INSTRUCTIONS
Fully illustrated instruction materials, v~hich are compatible ~ith the
installation instructions .of the UL (as oescribed in the Electric Water
Heater Insulation Installation Specification), shall be proviaed in the
fol 1 owing manner:
If the order specifies "Consumer Application", a c~plete set of
instructions shall be included in each Kit.
If the order specifies "Utility Application", ten copies of the
instruction materials shall be sent directly to the Utility ano
none need be included with the individual Kits.
All Kit suppliers shall, as a minimum, include the provisions in
Sections 104C through 104K of the Bonneville/Utility Electric Water
Heater Insulation Kit Installation Speoification in their installation
instructions.

This specification covers the requirements for installing fiberglass
retrofit electric water heater insulation kits on Residential Type Water
Heaters. It is applicable to both Consumer and Utility installations.

characteristics: Electric capacity of l0 KW or

capability of l0 gallons or less are not incluoeo
in this definition.
Safety Label
Label cautioning that thermostats shoulo be set to

SPECIFIC REQUIREMENTS
Wraps shall be applied only to residential type electric water heaters.
Wraps shall have an insulation rating of R-10 or greater (R-11 or
greater for Wraps supplied for use in the State of Oregon).
In specific situations where clearances around the water heater prevent
the installation of R-10 (or R-11) insulation, the following
alternatives shall be applied in the order listed.
Wherever possible, full R-10 (or R-11) wrap shall be
installed even though portions of the insulation r,~ust be
compressed where Clearance is impaired;
If partial compression of the full ~rap thickness still does
not permit installation of R-10 (or R-11) insulation, then
whenever possible (i.e., where a floor drain is present and
pl umbi ng and el ectri cal connections al 1 ow mover, rant ~i thout
potential damage), the tank shall be drained and moved to
permit installation of the full R-10 (or R-11) ~map, after
the consumer's approval has been obtainea. Po~er must be
turned off before water is drained and not turned on again
until the tank is refilled.

When neither of the alternatives above are feasible, a
non-continuous wrap technique may be used. Wrap shall
be applied to the exposed (front} surface of the tank
and shall extend as far as practical into the gap
between the wall and the tank. In cases ~here ~ater
heater tanks are located in corners or closets, the
space defined by the tank surface and adjacent corner(s)
shall be completely filled ~ith pieces of insulation
material. The top, including the corner(s) behind the
tank, shall be completely insulated in a F~anner similar
to that normally used.
Clearances between the surface of the wrap and aajacent heat
producing appliances including vent connectors shall be maintaineo
according to the reconmnendations contained in the National Fire
Protection Association National Fire Code 89B. When info~.~ation
concerning the appliance and/or its vent connector is neeOed to
determine the clearance and this infor~ation is not available,
then the clearance shall be increased to the l aryest ar,~ount
indicated for the possible configurations.
No water heater shall be wrapped which exhibits leaks or other
evidence of imPending failure. In such cases the Consur.~er shall.
be informed of the potential problem(s) observed and arrangements
will be made by the Installer to return to install the Kit at a
later time, after repairs have been ma~e. Repair of water
heaters, associated piping and/or wiring, shall not be a pari~ of
this program, except when the repair is ~,~inor in nature and
incidental to the wrapping process, or when the dar.)age was caused
by the Installer during the installation process.
Hot water temperatures shall be measured at an appropriate
location and water heater thermostats adjusted as necessary so
that the k~ater temperature is 140°F or lo~.~er, prior to the
installation of any Wrap (except .where higher ter.)peratures are
required by health regulations). Where special circu~,~stances
require water temperatures above 140°F the follo~in~ procedure
shall be used:
l) Water temperature shall not be set above 16D°F.
2)
Thermostat access covers shall be left exposeO in a r,~nner
similar to that described in Section 104J belo~t.
3)
The safety label indicating a maximum temperature of lbO°F
shall be applied. Such label may either .be a special
printing or a corrected "140°F label" at the utility's option.

The Kit used shall include a sufficiently large k~rap to entirely
enclose the sides and top of the water heater. However, the
material from two wraps may be combined to insulate large tanks.
The Wrap shall be installed in either one of two ~ays:
l)
As one piece sufficiently long that after completely
enclosing the sides, a cylindrical extension is created above
the top of the water heater tank. This extension shall then
be carefully placed down over the tank top by removing
selected pieces of fiberglass blanket from the vinyl facing,
folding the facing and taping the seams as'indicated in
Figure 1 and Figure 2.

As two pieces, with the first piece forming a cylindrical
wrap of the tank sides and extending approximately three
inches above the tank top and the second cut into a circle
with a diameter gqual to the tank to be placed across its top
as shown on Figure 3.
All seams shall be neatly taped. Care shall be taken not to pull
the Wrap so tight as to compress the insulation before taping.
This requirement is to prevent future separation of tapeo joints.
The operating portion of pressure/temperature (PT) valves shall be
left free from obstruction and if necessary the Wrap shall be
neatly cut back. In cases where the insulation can not be
installed between the tank surface and a drain pipe fron~ the PT
valve, care shall be taken to insure that the drain eno (botton,)
of the pipe is visible.
Cutouts shall be neatly made around the following tank access
points as sho~n in Figure 4: l) electric service entry box cover
and 2) tank drain valve. Each of these cutouts shall be cut back
from the access hole approximately one-half inch all arouno.
Alternate methods of securing edges of facing to the tank must be
approved by the Utility before use. If a water heater does not
have a service entry cover plate, the cutout around the service
entr~ coupling (or wire entry point) shall be cut back from the
coupling so that a three inch by three inch opening is formed, as
shown in Figure 4.

Cutouts shall also be provided around the upper and lo~er
thermostat access panels under either of the follo~ing
circumstances:
Where water temperatures above 140°F are required by special
circumstances.
When cutouts are required by Oregon State builoin~ code
regulations. As shown in Figure 5, a small amount of
fiberglass shall be removed from the adjacent edges of the
cutout area so that the facing edge can be neatly tapeu or
otherwise fastened to the tank at each panel.
Following the installation of additional insulation, the Utility
furnished Safety Label shall be applied to the side of the wrappea
tank, in a visible location and preferably in a line between the
upper and lower thermostats.

Utility Application: Insulation blanket packaged indiviaually in
a sealed container. Tape to be supplied in bulk packaged
separately. The amount of tape to be furnished shall be the net
calculated amount, necessary for the nu~er of Kits ordered plus l0
percent.
The packaging option shall be specified by the Utility. In either
case, packages shall be labeled in accordance with Federal Trade
Co:mnission standards, including rated R-value.
The product shall be packaged in such a way that water vapor or
moisture do not collect within. Evidence of moisture present in the
package or wrap shall be grounds for rejection.

· Wraps shall be applied only to residential
type electric water heaters.
Wraps shall have an insulation rating of R-10 or greater (R-!l or
greater for Wraps supplied for use in the State of Oregon).
In specif!c situations where clearances around the water heater prevent
the installation of R-10 (or R-11) insulation, the following
alternatives shall be applied in the order listed.
Wherever possible, full R-10 (or R-11) wrap shall be
installed even though portions of the insulation n~ust be
compressed whereclearance is impaired;
If partial compression of the full ~rap thickness still does
not permit installation of R-10 (or R-11) insulation, then
whenever possible (i.e., where a floor drain is present and
plmnbing and electrical connections allow movement without
potential damage), the tank shall be drained and ~oved to
permit installation of the full R-10 (or R-11) i/rap, after
the consumer's approval has been obtained. Power Must be
turned off before water is drained and not turned on again
until the tank is refilled.

When neither of the alternatives above are feasible, a
non-continuous wrap technique may be used. Wrap shall
be applied to the exposed (front) surface of the tank
and shall extend as far as practical into the
between the wall and the tank. In cases ~hereg~ateraP
heater tanks are located in corners or Closets, the
space defined by the tank surface and adjacent corner(s)
shall be completely filled ~ith pieces of insulation
material. The top, including the corner(s) behind the
tank, shall be completely insulated in a manner similar
to that normally used. '
Clearances between the surface of the wrap and adjacent heat
producing appliances including vent connectors shall be maintaineo
according to the recommendations containe~ in the.National Fire
Protection Association National Fire Code 89B. When info~.~ation
concerning the appliance and/or its vent connector is needed to
determine the clearance and this information is not available,
then the clearance shall be increased to the largest ar, munt
indicated for the possible configurations.
No water heater shall be wrapped which exhibits leaks or other
evidence of imPending failure. In such cases the Consumer shall-
be informed of the potential problem(s) observed and arrangements
will be made by the Installer to return to install the Kit at a .
later time, after repairs have been made. Repair of water
heaters, associated piping and/or wiring, shall not be a part of
this program, except when the repair is minor in nature and
incidental to the wrapping process, or when the' damage ~s caused
by the Installer during theinsta!lation process.
Hot' water temperatures shall be measured at an appropriate
location and water heater thermostats adjusted as necessary so
that.the water temperature is 140'F or lo,er, 'prior to the
installation of any Wrap (except.~here higher temperatures are
required by health regulations). Where special circumstances
require water temperatures above 140'F the following procedure
shall be used:
l) Water temperature shall not be set above 16(J'F.
2) Thermostat access covers shall be left exposed in a ~,mnner
similar to that described in Section 104d belo~.
3)
The safety label indicating a ~aximum temperature of lbO°F
shall be applied. Such label may either .be a special
.printing or a corrected "140*F label" at the utility's option.

The Kit used shall include a sufficiently large )~rap to entirely
enclose the sides, and top' of the v~ater heater. However, the
material from two wraps may be co~ined to insulate large tanks.
The Wrap shal 1 be installed in either one of two ways:
l)
As one piece sufficiently long that after completel.y..
enclosing the sides, a cylindrical extension is created above
the top of the water heater tank. This extension shall then
be camfully placed down over the tank top by removing
selected pieces of fiberglass blanket from the vinyl facing,
folding the facing and taping the seams as indicated in
Figure 1 and Figure 2.

As two pieces, with the first piece forming a cylindrical
wrap of the tank sides and extending approximately three
inches above the tank top and the second cut into a circle
with a diameter .equal to the tank to be placed across its top
as shown on Fi gum 3.
All seams shall be neatly taped. Cam shall be taken not to pull
the Wrap so tight as to compress the insulation before taping.
This requirement is to prevent future separation of tapea joints.
The operating portion of pressure/t~perature (PT) valves shall be
left free from obstruction and if necessary the Wrap i shall be
neatly cut back. In cases where the insulation can not be
installed between the tank surface and a drain pipe from the PT
valve, care shall be taken to insure that the drain ena (bottor,)
of the pipe is visible.
Cutouts shall be neatly made around the following tank access
points as shown in Figure 4: l) electric service entry box cover
and 2) tank drain valve. Each of these cutouts shall be cut back
from the access hole approximately one-half inch all arouna.
Alternate methods of securing edges of facing to the tank must be
approved by the Utility before use. If a water heater ~oes not
have a service entry cover plate, the cutout around the service
entry coupling (or wire entry point) shall be cut back from the
coupling so that a three inch by three inch opening is formed, as
shown in Figure 4.

Cutouts shall also be provided around the upper and lower
thermostat access panels under either of the following
circumstances:
Where water temperatures above 140°F are required by special
circumstances.
When cutouts are .required by Oregon State builaing code
regulations. As shown in Figure 5, a small amount of
fiberglass shall be removed from the adjacent edges of the
cutout area so that the facing edge can be neatly tape~ or
otherwise fastened to the tank at each panel.
Following the installation of additional insulation,-the Utility
furnished Safety Label shall be applied to the side of the wrappe~
tank, in a visible location and preferably in a line between the
upper and lower thermostats.

When neither of the alternatives above are feasible, a
noncontinuous wrap technique may be used. Wrap shall be
applied to the exposed (front) surface of the tank and shall
extend as far as practical into the gap between the wall a. na
the tank. In cases where water heater tanks are located ~n
corners or closets, the space defined by the tank surface
adjacent corner(s) shall be completely filled with pieces of
insulation material. The top, incluUing the corner(s) behino
the tank, shall be completely insulated in a manner similar
to that normally used.
Clearances between the surface of the Wrap and adjacent heat
producing appliances including vent connectors shall be maintaineo
according to the recommendations contained in the National Fire
Protection Association National Fire Code 89B. When information
concerning the appliance and/or its vent connector is needed to
determine the clearance and this information is not available,
then the clearance shall be increased to the largest amount
indicated for the possible configurations.
No water heater shall be wrapped which exhibits leaks or other
evidence of impending failure. In such cases the Consumer shall
be informed of the potential problem(s) observed and arrangements
will be made by the Installer to return to install the Kit at a
later time, after repairs have been made. Repair of water
heaters, associated piping and/or wiring, shall not be a part of
this program, except when the repair is minor in nature and
incidental to the wrapping process, or when the damage was caused
by the Installer during the installation process.
Hot water temperatures shall be measured at an appropriate
location and water heater thermostats adjusted as necessary so
that the water temperature is 140°F or lower, prior to the
installation of any Wrap (except where higher temperatures are
required by health regulations). Where special circumstances
require water temperatures above 140°F the following procedure
shall be used:
1. Water temperature shall not be set above 160°F.
Thermostat access covers shall be left exposed in a manner
similar to that described in Section 104J below.
The safety label indicating a maximum temperature of 160°F
shall be applied. Such label may either be a special
printing or a corrected "140°F label" at the utility's option.

The Kit used shall include a sufficiently large wrap to entirely
enclose the sides and top of the water heater. However, the
material from two wraps may be combined to insulate large tanks.
The Wrap shall be installed in either one of two ways:
As one piece sufficiently long that after completely
enclosing the sides, a cylindrical extension is created above
the top of the water heater tank. This extension shall then
be carefully placed down over the tank top by removing
selected pieces of fiberglass blanket from the vinyl facing,
folding the facing and taping the seams as indicated in
Figure 1 and Figure 2.
As two pieces, with the first piece forming a cylindrical
wrap of the tank sides and extending approximately three
inches above the tank top and the second cut into a circle
with a diameter equal to the tank to be placed across its top
as shown on Figure 3.
All seams shall be neatly taped. Care shall be taken not to pull
the Wrap so tight as to compress the insulation before taping.
This requirement is to prevent future separation of taped joints.
The operating portion of pressure/temperature (PT) valves shall be
left free from obstruction and if necessary the Wrap shall be
neatly cut back. In cases where the insulation can not be
installed between the tank surface and a drain pipe from the PT
valve, care shall be taken to insure that the drain end (bottom)
of the pipe is visible.
Cutouts shall be neatly made around the following tank access
points as shown in Figure 4: (1) electric service entry box
cover; and (2) tank drain valve. Each of these cutouts shall be
cut back from the access hole approximately one-half inch all
around. Alternate methods of securing edges of facing to the tank
must be approved by the Utility before use. If a water heater
does not have a service entry cover plate, the cutout around the
service entry coupling (or wire entry point) shall be cut back
from the coupling so that a 3 inch by 3 inch opening is formed, as
shown in Figure 4.

Cutouts shall also be provided around the upper and lower
thermostat access panels under either of the following
circumstances:
Where water temperatures above 140°F are required by special
circumstance s.
When cutouts are required by Oregon State building code
regulations. As shown in Figure 5, a small amount of
fiberglass shall be removed from the adjacent edges of the
cutout area so that the facing edge can be neatly taped or
otherwise fastened to the tank at each panel.

Following the installation of additional insulation, the Utility
furnished Safety Label shall be applied to the side of the wrapped
tank, in a visible location and preferably in a line between the
upper and lower thermostats.

SPECIFIC REQUIREMENTS
The laminated Wrap shall have an insulation rating of R-10 or greater.
(R-11 or greater for insulation supplied for use in the State of
Oregon. )
The Wrap shall be a flexible, resilient blanket of fibrous glass,
bonded with a thermosetting resin to provide dimensional stability and
good handling properties. The laminated Wrap shall meet the minimum
performance requirements specified in Table 1 below:
The minimum Wrap dimensions shall be as specified by the Utility.
The Wrap shall be faced with white vinyl sheeting with a nominal
thickness of 4mils (minimum 3.2 mils). The vinyl shall be
continuously laminated to the fiberglass blanket.
The vinyl facing shall have a flame spread rating of no more than
150.
The vinyl facing shall be: Stauffer Chemical (Plastics Division,
Westport, CT) "Ul trafilm Atlas 96", or Kohkoku USA, Inc. (Everett,
WA) "~hilles EUJO 3.2", or equivalent products manufactured by
others.
The tape supplied shall be white vinyl: Fasson (Div. of Avery
Products, Painsville, OH)"Fastape type 0555 White Vinyl", Compac
(Netcong, ~) "Perm Tape Embossed White Vinyl type 4U25-¢", or
equivalent products manufactured by others.
The tape shall be provided in sufficient quantities to install the Wrap
according to the Electric Water Heater Insulation Kit Installation
Specifications. The minimum tape width furnished shall be three inches.

The Utility may add requirements to these minimum specifications in
order to meet their particular needs, except that the additional
requirements may not conflict with these specifications or
s i gn i fi cantl y 1 i mi t c ompeti ti on.
The Vendor shall furnish a set of material test results corresponding
with the preceding requirements as well as certify in writing to the
Utility that the product offered meets the requirements of this
specification and any additional requirements added by the Utility.
All materials used in the Kit shall be UL listed for fire resistance,
PACKAGING OPTIONS
The product shall be supplied in either of two ways:
consumer Application: Packaged individually in sealed containers,
complete with insulation blanket, an adequate amount of tape, and
complete instructions suitable for use by an individual Consumer.
Utility Application: Insulation blanket p_ackaged individually in
a sealed container.~ Tape to be supplied in bulk packaged - '
separately. The amount of tape to be furnished shall be the net
calculated amount necessary for the number of Kits ordered plus l0
percent.
The packaging option shall be specified by the Utility. In either
case, packages shall be labeled in accordance with Federal Trade
Commission standards, including rated R-value.
The product shall be packaged in such a way that water vapor or
moisture do not collect within. Evidence of moisture present in the
package or wrap shall be grounds for rejection.
INSTALLATION INSTRUCTIONS
Fully illustrated instruction materials, which are compatible with the
installation instructions of the UL (as described in the Electric Water
Heater Insulation Installation-Specification), shall be provided in the
fol lowing manner:
If the order specifies "Consumer Application", a complete set of
instructions shall be included in each Kit.
If the order specifies "Utility Application", ten copies of the
instruction materials shall be sent directly to the Utility and
none need be included with the individual Kits.

SPECIFIC REQUIREMENTS
Wraps shall be applied only to residential type electric water heaters.
Wraps shall have an insulation rating of R-10 or greater (R-11 or
greater for Wraps supplied for use in the State of Oregon).
In specific situations where clearances around the water heater prevent
the installation of R-10 (or R-11) insulation, the following
alternatives shall be applied in the order listed.
Wherever possible, full R-lO (or R-11) Wrap shall be
installed even though portions of the insulation must be
compressed where clearance is impaired;
If partial compression of the full Wrap thickness still does
not permit installation of R-10 (or R-11) insulation, then
whenever possible (i.e., where a floor drain is present and
plun~ing and electrical connections allow movement without
potential damage), the tank shall be drained and moved to
permit installation of the full R-10 (or R-11) Wrap, after
the consumer's approval has been obtained. Power must be
turned off before water is drained and not turned on again
until the tank is refilled.
