HomeMy WebLinkAbout1992-13 Adopting SDCA RESOLUTION ADOPTING SYSTEMS DEVELOPMENT CHARGES PURSUANT TO CHAPTER 4.20.040 OF THE ASHLAND MUNICIPAL CODE AND REPEALING RESOLUTION 91-22. THE MAYOR AND CITY COUNCIL OF THE CITY OF ASHLAND DO REiSOLVE AS FOLLOWS: SECTION 1. The "Systems Development Charges Schedule" marked Exhibit "A" and attached to this Resolution is adopted as the systems development charges. SECTION 2. Three (3) copies of this Resolution and Exhibit "A" shall be maintained in the office of the City Recorder and shall be available for public inspection during regular business hours. SECTION 3. The Systems Development Charges described in Exhibit "A" shall be in effect when after the approval of this resolution. The Engineering News Record initial value is 4892. SECTION 4. For purposes of this methodology for water and sanitary sewer systems development charges, "fixture units" shall be for those units installed and those future units plumbed but not installed. The number of fixture units will be as listed in Exhibit "A". SECTION 5. A review committee composed of two (2) representatives of the homebuilders, two (2) representatives from the publJ, c at large, two (2) members of the City Council, and two (2) ex-officio members of the City staff shall be appointed by the Mayor and confirmed by the City Council. The committee shall review the method of computing the water and sewer systems development charges for residential uses adopted hereunder and recommend such changes as they deem necessary to the City Council by the first City Council meeting in June, 1993. Notwithstanding the provisions of Section 3 above, if the review committee has not made a recommendation to the City Council by the first City Council meeting in June, 1993, the City Council may, after a public hearing, proceed to readopt the systems development charges adopted hereunder or may change said systems development charges as the City Council deems appropriate. SECTION 6. A. Ail reimbursement systems development charges for water supply and water treatment shall be applied to water treatment plant improvements. B. Ail reimbursement systems development charges for wastewater treatment shall be applied to wastewater treatment plant improvements required to meet water standards established by the Oregon Environmental Quality Commission. SECTION 7. A. After the City Council approves a project for a new source of water, a water supply systems development charge will be adopted after a public hearing is held by the City Council. B. After the approval of a water supply systems development charge, the reimbursement systems charge for water supply will terminate. SECTION 8. Resolution 91-22 is hereby repealed upon the date of approval of this resolution. The foregoing Resolution was READ and DULY ADOPTED at a regular meeting of the City Council of the City of Ashland on the 7th day of April, 1992. Nan E.
