I have been a resident of Ashland for 25 years, my wife a little longer. In that time, I have worked for six local businesses in restaurants, retail, software, and publishing, and was a self-employed graphic artist. My wife and I own two pieces of property: our residence and a rental property. I have no experience on any of the city commissions, committees, or boards, but over the years I have taken an active citizen's interest in the city's business by participating at council and cornmission meetings as well as various public forums. I've also been an active voice in thE~ city dialog through the opinion pages of the Ashland Daily Tidings and Public Access Town Hall call-ins. I have attached my resume so that the Mayor may better understand my outstanding qualifications for this position, the strongest of which is the desire to bring a young, yet knowledgeable, voice to the Council. As you will see in reading my resume, I have a great deai of knowledge concerning local government. As a master control operator and live technical director at Rogue Valley Community Television, I have watched over 1.500 hours of local government-state, county, Medford, and Ashland-over the past two years. I have seen close to ninety percent of the Ashland City Council meetings since May 2003, not to mention countless hours of numerous comnlissions and committees. While n1Y hands-on experience is limited only to the Ashland Independent Film Festival Advisory Board and the Ashland School Board, this is augmented by the large body of knowledge I have mnassed on the workings of Ashland government and the issues dear to the hearts of its citizenry. My work as a moderator for the televised debate between Medford mayoral candidates last fall and my deternlination in raising funds for tsunami victims shows my commitment to service aimed at the betterment of my school, community, region, state, nation, and world, a spirit I would eagerly bring to the Council. As technical director for live City of Ashland government meetings, I run remote cameras, switch between cameras, and run graphics and audio. Using my knowledge of technology and the television industry, I became one of the few high school students to ever work at RVTV. June 2002-September 2003: Open Door Networks Position: Intern Description: Here I performed the daily duties required in maintaining an ISP (Internet Service Provider). My knowledge of technology was improved even more by this position. October 2004: Medford Council and Mayoral Debates (Election 2004) Position: Producer/Moderator Description: As the producer of the live televised debates between city council and mayoral candidates for the City of Medford, I contacted the candidates, scheduled studio and air time, wrote questions, prepared the studio, and instructed the television crew before the debate took place. I then moderated the hour-long debate, asking questions of the candidates to help local voters cast their ballot on November 2nd, 2004. My knowledge of politics, local issues, and television allowed me to successfully produce an informational debate for the people of Medford, Oregon. January 2005: Sound of Hope tsunami relief benefit Position: Event Director, Emcee. Description: As the event director, I secured sponsorships for the event from the City of Ashland, the Rotary Club of Ashland, the Rotary Club of Lithia Springs, Ashland Fiber Network, Southern Oregon University, and Ashland High School; I rented the venue and confirmed performers for the concert; I designed and had posters and tickets printed; I completed a press circuit that included the Ashland Daily Tidings, the Medford Mail Tribune, the Grants Pass Daily Courier, KDRV, KTVL, KOBI, and Jefferson Public Radio; I scheduled the proceedings and emceed the concert; I then coordinated with officials from the high school to donatelOO% of the profits to UNICEF for tsunami relief in the Indian Ocean. My event planning knowledge, public relations skills, and volunteer spirit enabled over $2500 to be donated to tsunami relief. September 2004-June 2005: Ashland School Board Position: Student Representative Description: As the student representative to the Ashland School Board, I represented the hundreds of students at Ashland High School at the naonthly meetings of the board. I was the conduit for the students' feelings, concerns, and voice. As you are well aware, I have been actively involved in city politics for some time. I am very knowledgeable of process, purview, and powers of the councill. In my race for City Council, three ye:ars ago, I proved that I was able to gain the votes of a substantial number of Ashland voters where I lost by a narrow 2% margin. Had there not been four candidates in the race 'Nith three representing similar views, the result may have been much different. Ashland spoke out firmly during the last council election and the recent school board race that we are still a predominately liberal cornmunity. Although I obviously am not aligned with the ostensibly conservative vievvs of Chris Hearn, let's keep in mind that he was an appointed councilor who lost to Cate: Hartzell and then won a race against a sincere but youthful and inexperienced candidate. I respect Chris for standing up for his beliefs and his willingness to disclose conflicts of interest and step down during critical proceedings; however, I do not believe he represented the values of a majority our community. You can be assured that I will be a dedicated and responsible councilor as well as one who represents a progressive younge:r generation that is rarely given a voice within the established system of government. The Council has a rare opportunity to give a voice to a large demographic group that is generally disillusioned with the process. Apathy has unfortunately become too common among younger individuals who feel excluded and unheard. As a councilor I will actively work to bring these individuals into the process and allow them to become more directly involved in creating solutions that involve all members of our community. This interest is nlotivated by a sense of personal and civic responsibility in these critical times for the well-being of our town, our community, our environment and our future. Though some of you may know me through my occasional representations at Council meetings or letters and guest forum pieces in the Tidings on local issues of particular concern for me, I enclose below some personal background which I hope is relevant to your considerations. I have been a resident of Ashland since 1992 when my son was born here in the Cornmunity Hospital. Being a parent to a native Ashlander roots me in a special committed relationship to this town, its values, priorities and development. For as heir to the consequences of our collective choices and directions, my son is my every-day reminder of how important it is for us to be proactive, making decisions as wisely and unselfishly as we can in the best interests of the whole. Since coming to Ashland, I have served in numerous volunteer capacities, including as a creative writing teacher with at-risk youth, a board mernber with the Rogue Institute for Ecology and Economy, an active community member in the Ashland Watershed Stewardship Alliance, and an engaged parent in the Willow Wind Comlmunity Learning Center. I am also a member of the Ashland Community Food Co-op. In terms of professional background and training, I am a writer and published author with extensive experience in communications, community process, group facilitation and conflict resolution. Before coming to Ashland, I spent rnany years in South India with volunteers from 40 nationalities in a pioneering international comnlunity experiment co-sponsored by UNESCO and the Indian Government. There I apprenticed many of my present skills and cross-cultural values, participating in the reforestation of 2 million native-species trees to revive a dying landscape as well as the construction of human habitats and appropriate technologies designed to integrate with the local ecology and culture. I also designed and coordinated the "PeaceTrees" exchange program (1988) which brought together 70 youth from the (then) Soviet Union, America and India for a 3-week team-building experience grounded in the planting of 5,000 trees. 1 My research work, articles and books have been acknowledged and endorsed by figures such as Margaret Mead, David Brower, Michael Toms (New Dimensions Radio), Matthew Fox, Barbara Marx Hubbard, Michael Murphy (Esalen Institute) and Jean Houston. I have received research grants and support from Infinity Foundation of Princeton, the Institute of Noetic Sciences in California and Horizon Institute here in Ashland. My academic background includes a B.A. in English Literature from the University of Florida (with minors in psychology and philosophy) and graduate studies at the California Institute of Asian Studies (now Cal. Chevron Corporation, finishing as the manager of a Distribution Technology staff. That staff was responsible for engineering design standards for large marine and pipeline terminals, truck fleet design and maintenance, financial analysis of large terminal projects, training standards for terminal operators, capital and operating expense budgeting, and the modernization of computer equipment at large bulk terminals. I personally headed an inter-departmental team which responded to the 1990 Clean Air Act Amendments, as well as a team that responded to 1989 legislation that mandated random drug testing for certain classes of employees that handled hazardous materials. Since retirement, I've served on the Ashland Citizens' Budget Committee, the City interview committee for a new Finance Officer (Lee Tuneberg), and the committee that followed the recent Consultant's activities in a study of AFN (substituting for Martin Levine in the last activity). I've been a volunteer for the Ashland Police Department and performed the summer Watershed Patrol for several years. I'm an incoming national Chairperson of the Budget and Finance Committee for the Chevron Retirees Association, and have also served as Northwest Region (Alaska, Washington, Idaho and Oregon) Vice President of that organization. I am currently on the Board of the Tudor Guild, will be on the incoming Boards of the Ashland Lions Cllub and the Siskiyou Singers, and am involved in a number of other music and church activities. This is tempting to me because I have al'ways enjoyed service to our town on the different commissions and committees I have been a member of over the last 25 years. First let me say that if you feel an interest in considering me as a potential candidate, I want to say that I am only interested in filling out the remainder of Mr. Hearn's term. I am 64, my youngest child has one year left in high school, and I would be glad to be free of regular responsibilities after that time so that we can travel more and not be tied down to a regular schedule. I think what I can bring to the Council during the next year and a half is a deep knowledge and understanding of the development and history of Ashland. During the eventful 80's, I was fortunate enough to work with John Fregonese on some of the most important developments in our City's land use ordinances such as those involved with Historic Preservation, Solar protections, affordable housing, etc. During the 90's I served on the Planning Commission and Housing Commissions and other smaller committees. I have also served on the State level thanks to several appointments by Governors Kitzhaber and Kulongoski. think I can contribute to positive solutions to the challenges our town faces in terms of loss of workforce housin~~, increased commuting, losses in our neighborhood school system, etc. Sometimes it seems as if Ashland has everything going for it... until you scratch the surface and look at some of the issues stated above. I love our little town and have been in love with it since moving here almost 40 years ago fronl Portland. It has been a wonderful ride, my time here, raising my wonderful kids and joyfully serving all the many fine people I have built for over the years. It would be a great thing to me to be able to spend the last year or so of my career helping solve some of the pressing issues of our times on the Council. Development in other parts of town needs to be done carefully. The question - "How will this project benefit the City and its residents" always needs to be asked. Though there have been many attempts to resolve the red ink, none have yet been successful. Much more work needs to be done to f'tnd a solution to this problem. The City Ch81ter Review procesg is ongoing and is a very important opportunity to update and modify the Charter. Hopefully this process will provide yet another clear template of how citizens want their government to function. The City must be a leader and innovator in equal opportunity, protecting the rights of citizens and environmc~ntal protection. We must continue to oppose objectionable provisions of the Patriot Act. \Ve must be a leader in protecting wildlands and our water, in recycling land innovative altE:mative energy sources. I worked with the Nevada Street residents to find a compromise solution between the city's initial plan and neighborhood concerns. Being concerned for our air and \vater quality ~ I worked with a grouJP of people to reverse a DEQ proposal that would have allowed srnall particulate matter to increase in our valley. I'm gently pushing for changes to reduce greenhouse gases in auto emissions and reducing auto dependence by improving public transit in the valley. I also have an intimate knowledge of our Comprehensive Plan. The City Council is slowed down by planning appeals and we have to strive to ensure tllat citizens do not fe,el the constant need to appeal Planning Commission decisions. I would continue to work to expedite our Planning process ensuring transparency and fairness for all parties. We need to diversify our tourist-based economy (per 1988 Downtown Plan recommendations) and encourage YIfJar-round ( per cultural and economic development grant criteria) living-wage employers to loc(~te here while facilitating workforce housing solutions for their employees. 3. What personcll skills and time availability do you offer the council? My personal skills such as listening and decision-making have been honed during my tilne on the Planning Commission. I have gained experience in the workings of government and am a keen researcher with a love of local history. I already regularly attend numerous City meetings and participated in RVTV "City Talk" on behalf of the PC. I have proved that I can make time to do what is needed while I was a member of the Ashland Planning Commission. During my 3 1/2 yrs on the Planning Commission I never missed a regular meeting or lunch-time Hearings Board assignment or ever had to recuse myself. I reguli:Jr/y attended the monthly "drop-in" citizen chats at 4.00p.m. I like to think I already have a cordial working relationship with the present council due to my civic involvement and the many meetings we have already shared. I am confident that I can assist the Council decision making process by bringing to the table some of the same skills that Councilors Hearn and Fine provided - especially concerning Land Use issues. 5. Both myself and Sarah, my partner of 30 yrs., are self-employed in our town and I have built up many contacts within the both public sector (especially government and schools) and with local businesses.
