The reason for this is our charter states that the measure would be submitted to registered voters at the election held on the next available election date which is not sooner than 90th day after the measure was filed with the city governing body. June 21,2005 would be 92 days before the next alvailable election. This also means that all signatures would have been verified prior to filing it with the council. I hope this helps and please let me know if you have any questions. EXPLANATION: "Currently state statute prohibits local governments, including cities, from enacting and assessing any tax on the transfer of real property. If the state laws were amended to allow the enactment of real property transfer taxes, it may be possible for the city to enact a real property transfer tax without submitting the tax to the voters in Ashland. Passage of this measure would amend the city's charter to require voter approval before any real property transfer tax could be enacted in Ashland." CHIEF PETITIONERS ROBIN LA.
