This amendment complies with the original scope of services neferred to within the advertised Request for Proposals. Increase scope of work to include construction engineering services in accordance with the attached Consultant's Construction Engineering Services. Consultant will provide Construction Engineering Services in accordance with the attached Construction Period Scope of Services for the Main Feeder Line Segment of the construction only at this time. City shall pay Consultant for service performed, including costs and expenses, in a sum not to exceed $116,530.00. 5. The level of effort provided in this amendment is for the Raw Water Pipeline based on 7 months total construction time. PHASE I. PROJECT MANAGEMENT SERVICES Task I-I Management, Coordination and Communication The project management services subtasks, as defined in the original agreement for the design period, are amended to continue and extend into the construction period Consultant efforts as follows: Subtask 1-1.1 Work plan- Amend the engineering services agreement and the project management plan (PMP), including a detailed schedule and task budgets. Identify tasks to be performed by Client staff. The schedule will incorporate meeting dates and milestones when key actions are due. The PMP will be used to facilitate coordinated work by the project team. Sub task 1-1.2 Project start-up meeting- Does not apply to construction period. Subtask 1-1.3 Status reporting and communication- Continue activity as defined in original agreement. Sub task 1-1.4 Subconsultants services-- Prepare and administer agreements with subconsultants, monitor performance of subconsultants' work, and administer consultant invoices in a timely fashion. Sub task 1-1.5 Progress meetings- This activity is included in Subtask IV-2.4. Subtask 1-1.6 Project team coordination- Assign work tasks to project team members and coordinate project activities. Monitor progress of work, facilitate timely completion of quality work products, and guide the project team to successful completion of their assigned tasks. PHASE IV. CONSTRUCTION PERIOD SERVICES Task IV-I. Bidding and A ward Assistance Consultant services to assist the Client in obtaining bids will be as follows: Subtask IV-I.l Advertisement-Prepare advertisement for bids for Client to submit for publishing. Prepare list of prospective bidders and solicit interest among contractors. Subtask VI-1.2 Bid Document Printing and Distribution- Provide to the Client an electronic: version of the drawings and the specifications in pdf format. Client will use the electronic version to print copies of the Project Manual for distribution to plan centers, bidders and other interested parties for their use during biid preparation. The Project Manual will consist of specifications bound with half-size. drawings. Client will distribute bid documents and maintain plan-holders list. Subtask IV-1.3 Bidder Questions-Receive and respond to bidder's technical questions during the bid period. Keep notes of interaction with prospective bidders, including name of bidder, question(s) asked and response(s) given, and date and time of contact. Subtask IV -3.4 Change Order Assistance- Provide professional and technical service to prepare technical information for inclusion in change orders prepared by the Construction Manager. Subtask IV;.3.5 Record Drawings and Documentation- Revise the reproducible drawings for record purposes to show major changes made during construction using addendum drawings, change order drawings and marked- up record drawings provided by the Contractor. Furnish the Client with one set of reproducible record drawings. Task IV -4. Field Engineering and Construction Observation . Provide a qualified and experienced resident engineer on-site, part-time as necessary during construction activities. Duties will include observing construction, assessing subsurface conditions and adjusting design to maximize value and control cost to the Client, documenting and maintaining records of construction activities, facilitating demonstrations that construction meets contract requirements, and preparing monthly reports of construction progress. Call for geotechnical and engineering expertise periodically when conditions warrant. Hold regular site meetings with the Contractor's representative and appropriate members of Clienf s construction team during the construction period. The purpose of these meetings is to facilitate communication related to construction schedule, constlruction progress, compliance with the plans and specifications, changes in the work, and similar details. Members of the design team may periodically attend these meetings during their review of construction for compliance with design requirements. Task IV -5. Field Testing The construction documents require the Contractor to obtain the services of an independent testing company to perform soil, concrete, asphalt and other materials tests and provide the results to prove compliance with the contract documents. Define the location and timing of these tests, coordinate with the Contractor's testing company, and review the results to determine Contract compliance. If Client chooses to perform additional or confirming tests, define the location and timing of these tests, and facilitate the services of the Client's qualified testing company. Since it is impossible to predict the amount of Client testing that may be needed, a $2,000 allowance has been included in this task for the services of the Client's qualified testing company. PHASE V. SPECIAL ENGINEERING SERVICES Task V-I. Surveying and Mapping Subtask V-I.3 Construction surveying-This work includes the surveying information to be provided by the Owner, as defined in Section 01050 in the contract documents, which will be needed to define the location of the pipeline alignment and easement. Establish reference benchmarks and baselines near the pipeline route from which the Contractor can reference final location of the pipeline. From the information provided, the Contractor shall develop and make such additional surveys as are needed for construction, such as control lines, slope stakes, batter boards, stakes for pipe locations and other working points, lines, and elevations. Detennine and flag at l00-foot intervals the location of the pennanent and construction easement lines. Contractor will be responsible to reestablish reference benchmarks and survey control monuments destroyed by his operations. Task V-2. Geotechnical Investigation Subtask V -2.3 Geotechnical assessments during construction - If unforeseen subsurface conditions warrant, provide the services of a qualified geotechnical engineer to observe, assess and recommend action that allows construction to proceed. Since it is impossible to predict the amount of service that may be needed from a geotechnical engineer, a $5,000 allowance has been included in this task for such services. Tom and I have agreed to use a reduced value of $116,530 as our and pay request budget, based on reductions he has agreed to in the Project Management Services Task, but the PO should stay at the $120,716. Please prepare a Change order for B&C based on $116,530, and include a brief cover letter to B&C that strongly emphasizes the lack of availability of additional funds beyond the $116,530. If you have any good examples from Paula's previous letters, they would probably work well as a format. Thanks. I know that you have been talking to Ed Olson and I did the same yesterday. I would like the City to take a stronger role in the PM function as the Contract Manager. If I was staying, there would be no questions, and with Ed Olson helping the City, yet still having a link with B&C that he wants to maintain (and I support), we will need to manage that a bit more tightly. I would like Pieter to be the primary ProjecUContract Manager, with oversight from Ed. I'd like Ed not to work for B&C on this project. I'd like Pieter to be responsible for verifying pay estimates with assistance from the 8&C inspector. Here is what I invision and how I would like you to estimate for construction management services for the waterline projects: 1> Inspection - it is my understanding that Dennis Schmader will be the 8&C inspector and has offered as much as 6 hours per day. I'd like to utilize his services and gear up to 6 hours a day, but try to keep it under that for the most part. Pieter will cover any time conflicts and work with Dennis on a day to day basis. Dennis would verify pay estimates (amounts and work completed) and Pieter would sign off and process (using Dawn in our office). 2> Submittals - for the most part would be completed by 8&C in your office. If Pieter can do some of the day to day minor stuff that would be great. 3> Design Services - any field changes would be recommended by Dennis and or Pieter. If there any questions, 8&C would be contacted for re-design or major COs/RFls that result in actual change orders. 4> Change Orders - would be processed by Pieter but may require design services from 8&C (not in every case as Pieter could handle field changes). Pieter may get assistance from Ed in this process. 5> Disputes - if there is a dispute that involves the City and 8&C, Pieter and Joe Strahl would handle that at the Department Head level - and it would go the the City Administrator after that. I do not expect Ed Olson to be involved with any dispute between the City and 8&C so that we can maintain that distance/separation. Joe has agreed to this.
