MEMORANDUM OF UNDERSTANDING
BETWEEN
U.S. DEPARTMENT OF AGRICULTURE
FOREST SERVICE
AND
CITY OF ASHLAND
This memorandum documents the understanding between the U.S. Depatrt nt
of Agriculture, Forest Service, Rogue River National Forest, through
the Forest Supervisor, hereinafter referred to as the Forest Service,
and the City of Ashland, Oregon, acting by and through its City Council
hereinafter referred to as the City.
WHMMAS , the Forest Service is responsible for multiple ease land ?aaq+ t
in the Ashland Creek Waatlershed. in redeeming its responsibility the
Forest Service neeeds to monitor water quality and quantity at vaxious
points in they Watershed in order to evaluate the impacts of certain land
management practices.
WHEREAS, the City is responsible for providing high quality water to its
residents. The City needs to monitor the quality and quantity of water
flowing from the Watershed through its water treatment plant
NOW, THEREFORE to coordinate water quality and quantity monitoring, the
forest Service and the City agree as follows:
A. The Forest Service will:
1. Operate and maintain strssmflow station at sample points 1, 1, 4
and 5 shown on the attached map.
2. Operate, maintain and collect samples from pumping sediment
samplers at sample points 1, 2 and 4.
3. Provide nitrate and phosphate analyses for water quality samples
as needed.
B. The City will:
1. Collect routine and as needed water samples at sample points 1,
2, and 3 shown on the attached map.
2. Perform laboratory analysis work except nitrate and phosphate
analyses for all samples collected.
3. Permit the Forest Service to enter City lands for water monitoring
purposes.
C. The Forest Service and the City mutually agree:
1. To develop standards for Joint use in water quality and
quantity monitoring to assure that Forest Service and City
information is conpatible.
3. To meet annually in May to review the monitoring program data
and to meet other times as needed to carry out a viable program.
3. To provide equipment for they monitoring program.
4 To participate in sediment determinations at West Fork,
East Fork, and Reeder Reservoirs.
5. The estimated minim= program for sampling station numbers 1
through 3 and West Fork, East Fork, and Reeder Reservoirs,
is at least five years.
6. This Memorandum of Understanding may be terminated or amended
at any time by mutual consent of the Forest Service and the City.
