RESOLUTION NO. 93-38
A RESOLUTION OF THE ASHLAND CITY COUNCIL IN
SUPPORT OF BALLOT MEASURE 1 STATEWIDE SPECIAL
ELECTION NOVEMBER 9, 1993.
WHEREAS, a referendum measure, known as Measure 1, which will
be on the ballot at the November 9, 1993 Special Election, would amend the
Oregon Constitution to establish a 5 % sales tax dedicated to public schools and
community colleges; and
WHEREAS, the proposed sales tax would replace much of the funding
lost to schools as a result of the 1990 passage of Ballot Measure 5; and
WHEREAS, state budget reductions forced by Measure 5 property tax
decreases have already eliminated jobs in the Ashland School District and
Southern Oregon State College and threaten further employment losses in years
ahead; and
WHEREAS, without adoption of replacement funding for schools,
Measure 5 budget cuts will lead to continued increases in class sizes and
reductions in educational programs and student services in Ashland public
schools; and
WHEREAS, Ashland affirms that quality education supports the
economic and social vitality of this community and the State of Oregon; and
WHEREAS, establishment of a sales tax for public education wouJld
eliminate competition for General Fund dollars between schools and higher
education, public safety, mental health, human services, the courts and other
critical state programs; and
WHEREAS, Ballot Measure 1 would offer real property tax relief by
abolishing property taxes for school operations; and
WHEREAS, Measure 1 would not tax food for home consumption,
housing, fuel, prescription medicines and medical equipment and essential
services and would rebate a portion of sales taxes paid by low income families
through a sales tax credit and an earned income credit;
NOW, THEREFORE, be it resolved by the City Council of the City of
Ashland, Oregon:
The City Council of the City of Ashland supports State Ballot
Measure 1 in the November 9, 1993 Special Election and urges all the citizens
of Ashland to vote and work for Measure 1.
Adopted by the City Council at its regular meeting on Tuesday,
October 19, 1993.
