Main) RESOLUTION NO. 89-,O~ A RESOLUTION ENDORSING WOODSMOKE REDUCTION PLANS IN THE MEDFORD-ASHLAND AIR QUALITY MAINTENANCE AREA WHEREAS, the U.S. Environmental Protection Agency (EPA) has established air quality standards for particulate mattl~r, known generally as the PMI0 standard; and WHEREAS, studies by the Oregon Department of Environmental Quality (DEQ) have found that a significant area of the Medford-Ashland Air Quality Maintenance Area (AQMA) (see attached map) does not meet the aforementioned standard, thus being described as a "non-attainment area" (such area generally being the cities of Medford and Central Point, and portions of surrounding Jackson County, including White City); and WHEREAS, the DEQ has given the affected local governments in our area until June 1, 1991 to bring our particulate air quality into compliance with the PMI0 standard; and WHEREAS, recently Medford, Central Point, and Jackson County have adopted a plan to reduce wood heating emissions; and WHEREAS, the woodsmoke problem in the remainder of the AQMA including Ashland is not severe enough to be designated as "non-attainment", however, benefits could be derived through the participation by all jurisdictions in the AQMA. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Ashland as follows: 1. The City of Ashland supports the goal of attainment of the national ambient air quality standard for PMI0 within the Medford-Ashland AQMA as expeditiously as practicable, but not later than June 1, 1991. 2. The Ashland City Council supports the wood heating emissions reduction plan jointly developed and adopted by the cities of Medford and Central Point, and Jackson County, but due to an earlier successful Initiative election, may not adopt regulations at this time. 3. The City encourages its citizens to voluntarily comply with the Woodburning Advisory Program ("green" - okay to burn, "yellow" - reduce woodburning, "red" - stop all woodburning, unless exempt). 4. The City encourages our local legislative delegation, and the DEQ to work creatively and cooperatively on further programs and activities which will assure achievement of the PMI0 standard. 5. The City of Ashland pledges its support for and continuing involvement in programs and activities intended to improve the air quality of our region.
