Dear Ms. Brown:
This letter concerns our continuing cooperative data collection program for Federal fiscal
year 2006 (October 1, 2005, to September 30,2006). Total costs to continue the program
for Federal fiscal year 2006 will be $54,620. The City of Ashland's share is $33,560.
The U.S. Geological Survey will provide $21,060 of Federal Matching Funds to support
this work. A summary of the data collection sites and their associated costs is enclosed.
We are facing a financial shortfall in our gaging station operations and maintenance
funding. As a result, we have cut back on discretionary maintenance and eliminated
seasonal hiring in order to help contain costs. In addition, to help mitigate part of this
funding shortfall, we must increase our gage costs by 8 percent in fiscal year 2006. This
was not an easy decision as we realize the financial constraints under which many of our
partners are operating.
Over the past 10 years we have averaged an annual cost increase of about 3.9 percent. A
recent financial analysis shows that these annual increases overall have been too small,
\vhich explain.; why a larger incr~ase is needeu neXt fiscal year. Pan or the increased
costs over this 1O-year period reflects USGS cost-of-living adjustments and rising
operational costs for equipment, supplies, and travel. During this period we have worked
to contain costs, such as converting many gaging stations to lower-cost satellite
telemetry. Moreover, we have worked hard to improve the reliability, accuracy, and
availability of our data to all users with little or no additional cost to our partners. We are
proud of the recent advances we have made toward serving all the USGS historical and
real-time data nationwide on our USGS web pages. It is worth noting that other USGS
Water Science Centers are dealing with the same financial issues and our cost increase in
Oregon will keep gage costs at or below other USGS offices in the western United States.
In past years, the U.S. Geological Survey has continued ongoing data collection and
interpretive project work with the verbal understanding that our cooperative agreements

would be signed. In 2003 the USGS received a directive that no work may begin, or
expenses incurred, prior to an agreement being signed by authorized officials of the
cooperating customer agency and the USGS. The signed agreement is our legal authority
that permits the work to be performed and which authorizes USGS to accept funds. We
recognize the critical nature of the long-term, continuous record data and focused
investigations that the USGS provides to both your agency and to other local, State, and
Federal agencies. The data networks and investigations provide valuable information that
is used to manage and preserve natural resources throughout the Nation.
Attached are two original copies of a Joint Funding Agreement (JFA) to confirm our
negotiations to continue this data collection program. Please sign both originals; return
one signed original in the enclosed self-addressed envelope and retain the other original
for your records.
In order to provide your agency with continuous data and research beyond November 14,
2005, the enclosed JFA must be signed and received in this office no later than
November 14, 2005. Funds are not required at this time; a signed agreement is not a bill,
only an agreement to pay for the work that will be done. The Water Resources
Cooperative Program operates under the authority of statute 43 USC 50 which allows us
to perform this work. The Oregon Water Science Center DUNS number is 137883463.
The City of Ashland will be billed quarterly during the Federal fiscal year, via a DI-1040,
Bill for Collection, unless a written request for a different billing cycle is received with
the JFA.
Work performed with funds from this agreement will be conducted on a fixed-price basis.
The results of all work under this agreement will be available for publication by the U.S.
Geological Survey.

THIS AGREEMENT is entered into as of the 1st day of October, 2005, by the U.S. GEOLOGICAL SURVEY, UNITED STATES
DEPARTMENT OF THE INTERIOR, party of the first part, and the DEPARTMENT OF PUBLIC WORKS, CITY OF ASHLAND, party of
the second part.
1. The parties hereto agree that subject to availability of appropriations and in accordance with their respective authorities there shall be
maintained in cooperation a water resources investigation program in the Ashland, Oregon area herein called the program.
2. The following amounts shall be contributed to cover all of the cost of the necessary field and analytical work directly related to this
program.
(a) $21,060.00 by the party of the first part during the period
October 1, 2005 to October 31, 2006
(b) $33,560.00 by the party of the second part during the period
October 1, 2005 to October 31, 2006
(c) Additional or reduced amounts by each party during the above period or succeeding periods as may be d'3termined by mutual
agreement and set forth in an exchange of letters between the parties.
3. The costs of this program may be paid by either party in conformity with the laws and regulations respectively govmning each party.
4. The field and analytical work pertaining to this program shall be under the direction of or subject to periodic review by an authorized
representative of the party of the first part.
5. The areas to be included in the program shall be determined by mutual agreement between the parties herElto or their authorized
representatives. The methods employed in the field and office shall be those adopted by the party of the first part to insure the required
standards of accuracy subject to modification by mutual agreement.
6. During the course of this program, all field and analytical work of either party pertaining to this program shall be open to the inspection of
the other party, and if the work is not being carried on in a mutually satisfactory manner, either party may terminate this agreement upon
60 days written notice to the other party.
7. The original records resulting from this program will be deposited in the office of origin of those records. Upon request, copies of the
original records will be provided to the office of the other party.
8. The maps, records, or reports resulting from this program shall be made available to the public as promptly as possible. The maps,
records, or reports normally will be published by the party of the first part. However, the party of the second pal1 reserves the right to
publish the results of this program and, if already published by the party of the first part shall, upon request, be furnished by the party of
the first part, at costs, impressions suitable for purposes of reproduction similar to that for which the original copy was prepared. The
maps, records, or reports published by either party shall contain a statement of the cooperative relations between ':he parties.
9. Billing for this agreement will be rendered quartery. Payments of bills are due within 60 days after the billing date. If not paid by the due
date, interest will be charged at the current Treasury rate for each 30 day period, or portion thereof, that the payment is delayed beyond
the due date. (31 USC 3717; Comptroller General File B-212222, August 23, 1983).
