1) Interviewed with Paul Zucker of Zucker Systems, consultants, to discuss improvement suggestions for
Planning Division Operational Audit.
Spoke to this agenda item (i.e. "Zucker Report") before Council ( see

2) Interviewed with Scot Siegel, Principal of Siegel Planning Services, and Ralph Tahran of Ralph Tahran
Architecture, Land Use Consultants, with regard to updating our Land Use Ordinances ( Chapter 18)
("Siegel Report" )
Commented on details contained in their draft report in letters I sent to Council (e.g. "ambiguity or policy"

3) Interviewed with George Crandall and Don Arambula of Crandall Arambula, PC, Planning Consultants,
(as citizen downtown neighbor stakeholder) to offer suggestions for a possible Downtown Plan.

4) Currently serving on Ashland's Traffic Safety Commission and also as liaison for that commission to the
Bike and Ped Commission.

6) Attended numerous Council and Planning Commission meetings during the last 12 months and often

Conclusion
I had known Councilor Jack Hardesty for a number of years since he first organized "Citizens for
Responsible Government" and also during his time as Council liaison to the Traffic Safety and Planning
Commissions. I got to know him well and feel that we both shared many ideas including a common vision

for the future of this City.
His election in 2004 was an overwhelming endorsement (66% versus 34%) by a community wanting a
progressive change from the then long-time incumbent that previously held the seat for decades.
I feel that I could hopefully represent the same constituency that voted for Jack in 2004 during the
upcoming 5 months until the #1 seat is re-contested in this coming November elections.
I feel that having been self-employed most of my working life, I am a natural decision-maker.
Having served on two City Commissions and participated at many Council meetings, I feel I have well
acquainted myself with many of issues that come before Ashland's Council as well as having participated
in many other aspects of City Policy. e.g. Transportation, Municipal Code updates, City Planning,
Measure 37, AFN, Public Meetings Law, Ethics, Public Art, Historic Preservation, Railroad Property
development etc.

Honorable Mayor and Council,
I would like to apply for the # 6 position on Council - recently vacated by Chris Hearn.
My resume is currently on file with the City .
A very well-qualified group of citizens was interviewed by Council in August 2001 when the #6
seat was vacated by David Fine.
I attended those interviews back then, and noted with interest their answers.
Below are my answers to the questions asked by the City Council to all those prospective
applicants. (I can expand if necessary should I be considered for interview)
1. How long have you lived in the community and what community activities have you
been involved in?
I moved to Ashland with Sarah and our two elementary-aged boys in 1990.
I was a member of the Plannina Commission for 3.5 yrs (appointed by Mayor Deboer to Chris
Hearn's vacant seat).
I was recently appointed to the Traffic Safety commission.
I have been Parent volunteer at Lincoln Elementarv. in Henry's classrom teaching computer
skills and filming video with the kids.
I was an event organizer volunteer for AHS senior all-night (Both my sons have now graduated
AHS '98 and '00) ("Who wants to be a Millennium Student?" - Class of 2000)
I served a 4 yr term on Jackson County Librarv Advisory Committee (the only Ashland
representative) during their succesSful $38.9 mil/ion Bond measure for library building.
I was a volunteer with the oshond Int:lqJendent film festlvol in its first year and organizer
of their 4th July parade entry the following year.
I was a Video Reporter for 4th Julv live webcast 2004.
Participant in Friends of Ashland "Vision Planning", Transportation and Parkina charette, Library
charette, Downrtown Plan /I charette, Railroad Property charette. Charter Review charette, and
recent Downtown Vision charette.
I have lobbied Council and City Commissions on many issues such as Bus Idlina. Parking,
Cultural and Economic Development Grant allocation, Resolution to protect Civil Liberties (UP A),
Measure E Measure J..Q, proposed Ethics ordinance , Quarry & Asphalt Plant on DIMR, traffic
on Gresham st., AFN etc.
I have also recently become a Volunteer with RVTV Community Access (see recent story at

Medford) my first short broadcast documentary "Walk for the Wild" covering the May 7. 2005

2. What do you think is the biggest issue facing the city in the next two years, and how do
you see yourself contributing to resolve the issues?
Growth and development and fiscal responsibility. I feel my experience would benefit the council
when dealing with these issues.
e.g. My experience of Land Use Law and Real Estate finance, development and planning, and
architectural design-.J also have an intimate knowledge of our Comprehensive Plan.

The City Council is slowed down by planning appeals and we have to strive to ensure that
citizens do not feel the constant need to appeal Planning Commission decisions. I would continue
to work to expedite our Planning process ensuring transparency and fairness for all parties.
We need to diversify our tourist-based economy (per 1988 Downtown Plan recommendations)
and encourage year-round ( per cultural and economic development grant criteria) living-wage
employers to locate here while facilitating workforce housing solutions for their employees.
3. What personal skills and time availability do you offer the council?
My personal skills such as listening and decision-making have been honed during my time on the
Planning Commission. I have gained experience in the workings of government and am a keen
researcher with a love of local history.
I already regularly attend numerous City meetings and participated in RVTV "City Talk" on behalf
of the PC.
I have proved that I can make time to do what is needed while I was a member of the Ashland
Planning Commission. During my 3 1/2 yrs on the Planning Commission I never missed a regular
meeting or lunch-time Hearings Board assignment or ever had to recuse myself. I regularly
attended the monthly "drop-in" citizen chats at 4.00p.m.
I like to think I already have a cordial working relationship with the present council due to my civic
involvement and the many meetings we have already shared. The same goes for my involvement
with many members of City Staff with whom I interact on a regular basis, and I hope my respect
for them is reciprocated.
I love to hike and cycle and would be happy to perfonn the #6 liaison duties.
4. What is your primary motivation for seeking the vacant council seat?
I am confident that I can assist the Council decision making process by bringing to the table some
of the same skills that Councilors Hearn and Fine provided - especially concerning Land Use
issues.
5. Do you see yourself representing a particular constituency or group?
Both myself and Sarah, my partner of 30 yrs., are self-employed in our town and I have built up
many contacts within the both public sector (especially government and schools) and with local
businesses. I know many retirees, students and parents, and residents from the six different
neighborhoods I have lived in Ashland. I have frequently listened to them all at the many public
meetings I have attended and feel I could represent their diverse needs and wishes as well as
anyone who might have been elected to office to serve our community..

Our expert City staff have the necessary expertise in each of their respective The responsibility

I have communicated with various City department heads on many occasions on all these issues.
(e.g. Capital Improvement RFPs, Affordable Housing RFP, budget line items etc. I am not
intimate with Oregon Budget Law (but I do have a full set of Oregon Revised Statutes in my
personal library). However I was, as stated above, a member of the Jackson County Ubrary
Advisory Committee when we discussed bids for building the new libraries in all the Jackson
County communities as well as instrumental in presenting the $38.9 million bond to the County
voters.

To the Mayor and City Council of Ashland:
I would like to apply for appointment to fill the Council position left vacant by the recent
death of my husband, Jack Hardesty. It is now more than a month since his death and I
have had time to weigh the decision carefully. Consequently I have decided to go
forward in hopes that I will be appointed.
Attached is a brief summary of my resume.
There are several reasons why I believe I can be helpful to the City Council and citizens
of Ashland:
First, I know that Jack was devoted to the City and I would like to carry on his legacy to
the extent I can. But I also have a strong commitment to Ashland, having lived here
nearly 13 years and have loved it more than any other place I have lived. Its cultural
offerings, scenic beauty, small-city charm, and especially the variety of its intelligent and
thoughtful citizens are unique. These resources are invaluable and I would like to be a
part of any effort to preserve and nourish them.
My experience as a volunteer in several Ashland activities would be helpful. I have
served on the Ashland Housing Commission for two years, presently as its vice-chair,
and have been a member of all three of its subcommittees. In addition, I have been a
board member of Chamber Music Concerts, Ashland's thriving presenter ofworld-c1ass
chamber music, having served as president and at various times as chair of its long-range
planning, development, and artistic committees.
Finally, my long career in the federal government has provided me with skills in
management, critical analysis, and teamwork. It has also taught me patience and
perseverance, both of which are necessary for the conduct of any public office. Because
my tenure spanned both Republican and Democratic administrations, and I often needed
to work with political appointees, I have learned to work with people who do not always
share my views.
If appointed, I believe I would help the Council work effectively on many of its problems
and opportunities.
Summary Resume - Alice Hardesty
In my early career I was a teacher of the deaf, then an audiologist with the D.C.
Department of Health, then, after completing a traineeship at the V A Hospital, I directed
a pilot training program for a non-profit agency in Maryland.
My career in the federal government stated in 1973 as a bioacoustical scientist at the U.S.
Environmental Protection Agency's Office of Noise Abatement and Control, during
which I performed research and developed criteria for noise-induced hearing loss and
other effects of noise. I also served as executive secretary for an inter-agency panel on
noise effects research.
In 1978 I moved to the Occupational Safety and Health Administration in the U.S.
Department of Labor, where I was a senior scientist and manager of the noise standard.
As such I directed a team of audiologists, lawyers, and economists in preparation of the
amendment to OSHA's noise standard for hearing conservation programs. The new
standard was promulgated in 1981. In addition, I managed contracts to study noise
measurement and engineering noise control, and chaired the Inter-Agency Regulatory
Liaison Group's Subcommittee on Noise.
In 1982 I started my own consulting firm, Alice Suter and Associates (Suter being my
maiden name), and returned to the federal government in 1988 as a visiting scientist and
research audiologist with the National Institute for Occupational Safety and Health in the
U.S. Department of Health and Human Services. Since 1990, I have continued to consult
on noise related issues for various government agencies, community groups, corporate
medical departments, product manufacturers, unions, trade associations, and attorneys.
During my career I have been active in my professional associations, have received
honors and awards from several of them, and have held office in the Acoustical Society
of America and the National Hearing Conservation Association. I have also been active
internationally as an invited lecturer in Europe, Australia, and South America, as a
consultant to the World Health Organization, and as a delegate representing the U.S. EPA
to the U.S.S.R. (pre-1990). I am the author or co-author of some 50 articles, book
chapters, and technical reports in my field.
My educational background is as follows:

This letter is to express my interest in being appointed to the current Council vacancy for Position # 1.
Many of you are already familiar with my service as a former member of the Ashland City Council,
from 1993-2000 and other public and community service. For those of you who are not, and to
refresh memories, let me give you a short bio.
I was born and raised in Ashland, graduating from Ashland Senior High, graduated from the
University of Oregon, with a degree in Political Science and a minor in Public Policy, Planning and
Management, and graduated from Southern Oregon University, where I received a Master degree in
M ement.
essional career has consisted of twelve years as a political consultant and seventeen years of
mana ent experience in the nonprofit sector. I am currently serving as the Executive Director at
m~Upper Rogue Community Center, based in Shady Cove.
My other public and community experience has consisted of service on the board of directors for
local community organizations as well as other public service positions such as the Rogue
y Transportation District Board of Directors and the Ashland School District Budget
ittee.
During my service on the Ashland City Council, I served as liaison to the Housing Commission,
Senior Program Board, the Parks Commission, the AFN Programming Committee, the AFN
Technical Advisory Committee, the Chamber of Commerce, RYCOG, the Audit Committee, the
Historic Commission, the Airport Commission, and the Watershed Council.
As a City Councilor, I primarily focused on transportation issues, social services, affordable housing,
open-space conservation, technology and planning. These are still issues I care deeply about and
would like to work with our community in finding solutions to these and other challenges we face.

Dear Ms. Christensen,
By the submission of this letter, I wish to express my interest in filling the Ashland Council seat
vacancy left by Jack Hardesty. My wife and I moved here three years ago and we quickly
learned to love the city. Ashland will continue to grow-it is too desirable a place to live not to
grow. I have no particular agenda in wanting to be on the Council other than to try to see that as
the city's population increases, its character, charm and all the features that drew us here are not
spoiled by growth.
My background is as follows.
I graduated from Loyola University Los Angeles with an EE degree. I worked for Ampex Corp in
various capacities for over 20 years. My last position there was as a product line manager with
engineering, marketing and sales departments reporting to me. After leaving Ampex I was
president of MegaTape, a small company making tape backup devices. I finished my career with
IBM handling disk subsystems. I was a sales director with an intemal support organization and
sales men covering the US, Europe and the Middle East reporting to me. Now retired, I get to
indulge myself in my long time hobby of woodworking and I am a member of the Siskiyou
Woodcraft Guild.

To the Mayor and City Council,
I would like to apply for the open position (position #1) on the City Council. Since
this is a very short term, I believe that someone such as me, who served on the
Council for over five years, would be an excellent choice. I have served on many
boards and commission in the past, and believe that I have the ability to work
with people in a group setting. I encourage you to ask anyone who I have served
with their opinion of my abilities to work with people. My family came to Ashland
in 1906, and I have lived here all my life except when I went away to college. My
wife and I own a small business in town which we have operated for over twenty-
five years.
Since I have no intention of running for the Council, I feel that my holding of the
position will not influence the race for the position. I am willing and have the time
to serve.

Council.
* - Developer and provider of 13 units of affordable housing in
Ashland. Currently working to provide a structure whereby these
properties will remain affordable in perpetuity.
* - Passionate advocate for affordable housing, including many
appearances at Housing Commission and Council, including major
program suggestions/presentations.
* - Advocate for reform of planning process - starting wibh a "white
paper" in 1996, and continuing through a series of presentations
and advocacy activities.
Participated in the three (3) recent planning reviews (Zucker,
Siegel, Peckham). Provided extensive, written testimony to all
three.
* - Community Volunteer - AHS counselor (ASAP) counselor for many years.
* - Community Volunteer - Appointed by Gail Norton, Secty. of Interior
to two terms as a federal commissioner on 5-county BLH RAC (Resource
Advisory Committeee) representing: "Ashland-dispersed recreation".
