Please be advised of failure to file on Contribution and Expenditure reporting for the above named.
The enclosed newspaper and brochure was distributed by the hundred's throughout the community on
Tuesday, October 31, 2006. I did make one courtesy call to Mr. Bullock advising him of the
requirement of filing for any expenditure during an election.
Because I am not sure which date the actual expense happened I waited until after the November 3, 2006
deadline to advise your office on this failure to file.
I would also suggest that you review the Contribution and Expenditures from Y ohanna Storm's filings
as the newspaper that was distributed also included her brochures. It seems likely that Mr. Bullock may
have printed more of her brochures and did not disclose this expense as well.
Your action on this is requested. If you have any questions, please feel free to contact my office.

Per our phone conversation regarding failure to file on Contribution and Expenditure reporting for the
above named.
As mentioned in my previous letter, a brochure for Y ohanna Storm was included in the distribution of
this newspaper. It wasn't until after I mailed the notice to your office that it was brought to my attention
that brochures from the campaign of Joe Charter were also included.
On your request, electronic copies of the Statement of Organization for both Diana "Y ohanna" Storm
and Joe Charter are available on our city website at www.ashland.or.us.

was forwarded by the Ashland City Recorder's office and received by the Secretary of State's
office on November 6 and November 7, 2006. Copies of the complaint letters are enclosed.
