HomeMy WebLinkAbout1994-04 Designate Reps to OMECARESOLUTION NO. c?V-c~/r/ · A RESOLUTION OF THE CITY OF ASHLAND DESIGNATING ITS REPRESENTATIVES TO THE OREGON MUNICIPAL ELECTRIC CONSERVATION AGENCY (OMECA). WHEREAS, the City of Ashland has previously approved an ordinance authorizing the City's participation in OMECA; and WHEREAS, it is necessary that the Mayor and City Council designate a representative Board Member and a member of the Technical Advisory Committee. NOW, THEREFORE, BE IT RESOLVED as follows: Section 1. City Administrator Brian Almquist is hereby designated as the City of Ashland representative to the OMECA Board. Section 2. Conservation Manager Dick Wanderscheid is hereby designated as the City of Ashland representative to the OMECA Technical Advisory Committee. The meeting would be in Portland. A question has been raised as to what constitutes "formal steps" in designating a representative Board member and a member of the Technical Advisory Committee. We are now seeking to identify a date in the third week of January to sign the agreement and take the necessary initial steps to get the organization formally in place. Our plan is to schedule an informal briefing at 10:00 a .m- on the next steps, followed by a news conference at which the participants will sign the agreement and brief remarks will be made. An informal lunch will follow. The day will conclude with a formal business meeting at which by-laws and other start-up business will be discussed and a report will be made on progress tt~ negotiations with BPA. Signing of the Intergovernmental Agreement must be by the person authorized to commit the municipal utility to such an agreement. In addition to selecting a meeting date, the purpose of this letter is to request that you take formal steps to designa tea repre~ntative Board member and a member of the Technical Advisory Committee prior to the third week in January. We would also request that you provide us with a list.of people you wish to invite to the signing ceremony and the lunch to follow. Suggestions of who should be on this list include supportive local legislators and other elected officials, appointed officials and, perhaps, news media. We expect to invite Senator Mark Hatfield and Representative Peter DeFazio, a representative of the Northwest Power Planning council, the governor's office; State Senator Joyce Cohen; Oregon news media and the trade press.
