Updated Proposal
Terry and Ken,
Please find attached our updated proposal for the services we diSCUSSed
in the spring. The format changed a little (more GE branding), and the
price fluctuated slightly with the changing US/Canadian exchange rate.
Please let me know if you have any questions.

To help your plant run at optimal performance and achieve maximum efficienciE!s. we
recommend Track level service. Prices for Track level service can be found in the Prices
section.

2 Fiber Condition Analysis
Consisting of individual fiber analysis using advanced analytical instruments and procedures
with microscopic and chemical analysis of the membrane surface and pores, this process
enables early detection of potential problems and identification of the presence of any
harmful substances that may lead to fiber damage. shortening membrane life.
Activities
o FESEM Pictures (Fouled and Cleaned Fibers)
o To observe fouling layer morphology changes
o FESEM/EDS (Fouled and Cleaned Fibers)
o To observe inorganic foulants and their removal
Design criteria will dictate whether this analysis can be performed. Budgetary prices for this
service can be found in the Prices section.
3 Fiber Cleaning Study
Consisting of a series of cleaning trials on individual fibers using a range of c1eanin9 methods
to determine the most effective cleaning procedures to regain permeability from a fouled
membrane. this process helps maintain membrane permeability throughout the lifE~ of the
membrone and optimizes cleaning chemical usage.
A full cleaning study requires 5 cleaning trials after completion of Fiber Condition Analysis.
Activities
o Testing set-up; work plan. loop and chemical solution preparation
Cl Soaking in Cleaning solutions (tracking of permeability with time)
o Graphs and calculations
o Membrane analysis after cleaning
Reporting and recommendations
There is one final report that summarizes all of the findings of the membrane analysis and
the cleaning study results.
Pricing for this service can be found in the Prices section.

fibers before the recovery clean and a second full set just after the recovery
clean.
o All membrane samples must be kept moist, wrapped in wet paper towel and
sealed in a Zip-lock bag.
o Samples should be kept cool to prevent bio-growth.

TO:
Lee Tuneberg, Finance Director
FROM:
Terry Ellis, Wastewater Systems Supervisor
RE:
Findings for Sole-Source Procurement- Zenon
In May of 2002 the City of Ashland completed their installation of the membrane filtration process at
the wastewater treatment plant. The filters are Zeeweed 500 C filters manufactured by Zenon. Since the
City of Ashland operates under a NPDES permit issued by the Department of Environmental Quality, it
is critical that we continually inspect and maintain the wastewater treatment plant. Zenon, provides a
monitoring service called Zeno-track that helps the operators monitor and maintain the system.
Operators will be able to use this information to assist them in diagnosing potential problems and
resolve them before they become critical in nature. City staff routinely cleans these filters every five to
six weeks during the summer months. Since we have been online now for five years, we feel that it is
necessary to have Zenon perform a fiber cleaning study. This will tell us how efficient we are in
cleaning these filters and make any recommendations on future cleaning practices. This is a very critical
step in maintaining and extending the life expectancy of the filtration process.
Thank you,
