HomeMy WebLinkAbout1939-1017 REG MIN October 17, 1939 NO.~ The Council met in regular session at 7:30 P. M. this date. Present: :',J:ayor 'tliley, Councilmen Crandall, Delsman, Koozer , Tayler. Absent: Councibnen Applewhite and Carson. In the Absence of City Recorder Adams, thet,Jayor appointed Frank J. Van Dyke as Recorder pro tern to keep the minutes of the meeting. Minutes of the previous meeting were read and approved as read. Depart~ent Reports: The monthly report for the Electric Depar~nent was read by the Electric Superintendent, and upon motion of Crandall, seconded by Delsman and unanimously carried, the report was accepted and placed on fileo The monthly report for the v~ter Department was read by the Water Superintendent, and upon motion of Delsman and seconded by Koozer and unanimously carried, the report was accepted and pla~ed on fileo 11he monthly report for the street Department was read by the street Superintendent, and upon motion of Tayler, seconded by Crandall and unanLffiously carried, the report was accepted and placed on file. A communication from C. P. Talent, Chief of Police, was read advising that fA. P. Dunn had resigned from the Police Department to take a psosition with the Light Department, and recomrnending that Clark Thomas be made Assistant Chief of Police; Parker Hess, Patrolman # 1; Ch.qrlj-e Snyder, Patrolman # 2; and Vern Smith, part. time Patrolman # 30 Ma yor Wiley nomina ted to the Coune il the names of the P olie emen': recommended by the Chief of Police and it was moved by Koozer and seconded by Tayler that the Mayor's nominations as to Police appoint- ments be accepted and the appointments be confirnled. Upon roll call the motion was unanimously carried. A co~nunication from C. P. (/ It was moved by Delsman and seconded by Koozer that hhe purcl~se of the Compressor be referred to the Electric Coramittee and the City Superintendent with power to act. Upon roll call the motion was unanimously carried. Mr. Herb I,Ioore, Commander of the local post of the American Legion, requested that the knerican Legion Post be notified in case of vacancies in City positions in order that Veterans might be afforded an opportunity to apply for City employment when such vao"ancies occur. No action was taken in regard to this matter. Councilman Tayler reported that a Mr. Cox had requested the use of the airport for an air show on Saturday and Sunday, October 20 and 21, 1939, and the City Attorney was instructed to try to contact Mr. Cox and arrange for a agre~nent that would protect the City against any liability in case of any accidents. COlvITvI ITTEE RB.iP 0 RrS: Electric: 111e Electric Superintendent requested the Council's approval of transfers totaling $87.25 and adjus~nents on light bills in the S~1 of $9.10. Upon motion of Koozer, seconded by Crandall and unanimously carried, the transfers and adjus~ments were approved and allowed. It was also reported that Elmer Smith, who has been a faith- ful and efficient member of the. City Light Departrnent for the plst 21 years, was resigning and moving to Southern California. Upon motion of Koozer', seconded by Crandall and UnanilTlOusly carI'ied, the City Attorney was directed to write a letter to :'vir. Smith expressing the appreciation of the Council and the Citizens of Ashland for his faithful and efficient pUblic service. street: It was pointed out by the Street Superintendent that many citizens were raking their leaves and debris into the S~reets so as to block the gutters, and he requested authority to insert a notice in the paper or circulate hand bills warning citizens that this pract- ice was in violation of City Ordinances. After some discussion the matter was referred to the street DepartElent with the suggestion that the Police Deparvnent be requested to cause the matter to be brought to the public attention through the city newspapers. Realty: The City Superintendent reported that he had received an offer" of $125.00 for the 9 city lots on ftB" street. The prospective purchaser had offered to pay ~1~5.00 down for an option, and, if exercis- ed, an additional $20.00 was to be paid on November 1, 1939 and the balance was to be paid at the rate of $10.00 per month. Upon motion of Koozer, seconded by Tayler and unanimously carried, the City Superintendent was authorized to accept the proposal. The City Attorney read an Ordinance requiring the Recorder to notify the County Assessor and County Clerk of Jackson County,Oregon, of all delinquent special benefit assessments and docketed city liens, together with interest and penalties, and.declaring an ffinergency. It was moved by Koozer and seconded by Delsman tha~ the rules be sus- pended and the Ordinance be passed to second reading by title only. The lrJotion \vas unanimously carried. The Ordinance was then read by title only. Koozer seconded Tayler's motion for the adoption of the Ordinance as read, and upon roll call it was unanimously adopted. ~9Z5 On motion, the Council adjourned to meet at the call of the Hayor.
