Present: Mayor Wiley, Coul~ilmen Applewhite, Carson, Crandall, Delsman, Taylero Absent: CouDcil~an Koozer. (who oame in later) -L The montr~~ report~IR~A~eh City Judge, City' Recorder, S$xton and Librarian were read, aocepted and orderea7on file. Bills amotmting; to $11,714066 were read as to total amount only, seme having been oked by the var~uus departments, cO~T~ttees and finance oommittee and upon motion by Crandall, seconded by Carson and following a unaninlOUS roll call were ordered paid. The following applications for building permits were presented: No. 42: To erect dwelling and garage at corner of "B" and Moun-te.in Avenue at an approximate cost of $1,000000 by Lottie Montgomery. No. 43: To remodel residence at 327 Mo~on Street at an approximate cost of $1,000000 by He S. INgle. y It was moved b~y Carson and seconded by Tayler that the permi"tis be granted. Carried. Mrs. Mary Freeman again reported. that the ditoh near her place needed atten%ion and the matter was referred to the Street Department. A letter from IJrs. Neal Heard, 375 otis Street relative to the need for a street light in that vi@inity was r~a.d and referred to the Light Department. lIDuncilman Koozer oame in at this tirre and took his ple.oe at the oouncil table. The City Attorney reported on the Moon Mill negotia~ionB. Mr. Pete Nutter representing the Lians Club spoke on a. bicyole ordinance for the City and read a letter from the Chief of Police conoerning same. Following some dis- cussion, it was moved by Tayler and seoonded by Koozer that the matter of a bioycle ordinanoe be referred to the C1 ty Attorney to work out with the Chief of Police and a member of the Lions Club 8lld report back at the next meetingo The City Attorney read a proposed ordinanoe on water delinquenoy liens and a lengthy discussion followed, after which the ord!~~nce was passed to the ...o.d r.ading upon motion by Tayler, seoonded by De1sman and following a unanimous roll oall. The ordinance to be ta.:t:en up for final pas sage at a subsequent meeting. The City Attorney reported on the oondemnation proceedings and the hour of 1.00 P. M. Tuesday, November 21st was set for the tilDe for the oouncil to aot as viewers of the oondenmed properties and the hearing at a 100 P.
