The Council met in regular session at 7:30 P. M. 'this date. Present: )fayor
Wiley, Counoilmen Applewh1'te, CarBonI Crandall, Delsman, Koozer. Absentl Councilman
fayler(who came in later dur\mg the session)
Bills amounting to $11,017.96 were readcas to total amo'\m.t only, same having been
oked by the various departments, oommit-tees and finance committee and upon motion by
Koozer, seconded by Crandall and following a unanimous roll call were ordered paid.
A petition concerning the bridge over Bear Creek was read and disoussed briefly
and upon motion by Koozer, seoonded by Crandall, the petition was laid on -the table.
Carried.
No objeotors were present at the hearing scheduled at 8100 P. M. on the Liberty
street and Allison street oil pavement. In the ase of the Allison Street pavem.ent
however, there seemed to be som.e misunderstanding as to whether curb ar.d gutters were
also contemplated in addition to pavement and upon motion by Applewhite, seoonded by
Carson, this petition was referred back to the signers, to include curbs and gutters
it that 'Was their desire. In the oase of' IJ.berty Street, lIr. W. S. Smith of 515
Liberty Street wanted the pavement extended beyond the end of the present curb and
gutter, whioh was the extent of -the petition as f'iled and upon motion by Carson,
seconded by Koozer, the matter was referred to the Street Committee to work out.

Speoial Committee:
Free Lights & Water: Sixteen cases were reoommended for tfee ligh'ts aDd water by
Councilman Applewhite for the period ending Decemb.. 31, 1940 and upon motion by
:&:ayler, seoonded by Koozer, the list .s approved. Carried.
CarnivallInsurancec Upon motion by Tayler, seconded by Delsman, the matter of
liabill'ty insurance _. referred to the Insuranoe Committee and City Attorney to
investigate insuranoe for the carnival. Carried.
The monthly report of the City Rudge forthe month of June was read.. accepted
andordered placed on file.
Ordinances and Resolutionsl
An amendment to the tire craoker ordinance permitting thw use of' cap pistols and
caps was read by the City Attorney. It was aoved by Koozer e.nd seoonded by Tayler that
the rules be suspended and the ordinance be passed to the .e'cond reading by title only.
Carried. Following the second reading, it was moved by Applewhite and seconded by
Carson that the ordinance be adopted as read and following a unanimous roll call, 'the
Mayor declared Ci~ Ordinanoe No, 1004 adopted.
An ordinance levying speoial benefit assessmsnts agaiBst the property owners
affected by the construo'tion of ourbs arJdgutters on Alida Street .s read. It was
moved by Carson ani seconded by Delsman that 'the rules be suspended and 'the ordinanoe
be pssed to the second reading by title only. Carried. Following the second reading,
it _s moved by Delsman and seoonded by Carson that 'the ordinanoe be adopted as read.
Carried. Roll call was ordered on its adop'tion and following a unanimous roll oall.

moved by Xayler and seoonded by Delsman that the rules be suspended and the ordinance
be passed to the seoond reading by title only. Carried. Following the seoond reading, I
it was moved by '&'ayler and seoonded by Koozer that 1;he ordinanoe be adopted as read.
Carried. Rell oall was ordered on its adoption and following a unanimous roll call,
the Mayor deo.ed City Ordinance Bo. 1006 adopted.
An ordinance levying special benefit assessments against the property owners
aff.....d by the construotion of cyrhs and gutters on Sixth Street was read. It was
moved by Kooser and seoonded by Delsman that the rules be suspended andthe ordinanoe
be oassed 1;em1;he second reading by title only. Carried. Following the second reading,
it was ,moved by Appl_hite and seconded by Crandall -that the ordinanoe be adopted as
read. Carried. Roll call.. ordered on its adoption and tollowiig a una:n;mnus roll
oall, the Mayor deolared Ci'ty Ordinance No. 1007 adopted.

A resolution authorizing the construction of the Liberty Street pavement was read
and it was moved by Koozer and seconded by Delsman that the rules be suspended aDd
the resolution passed to the second reading bybtltle only. Carried. Following the
seoond reading~ it was moved by Applewhite and seoonded by Tayler that the resolution
be adopted as read and following a unanimous roll oall the Mayor declared the resolut-
ion adopted.
The City Attorney di80ussed the final p:urchase of the Golf Course property.
The Recorder was instruoted to secure data concerning budgets of 01 ties similar
in size to Ashland.
