Counoil. Guy T. Applewhite was elected temporary Chairman. He appointed Brank J. Van
Dyke Recorder Pro Tam in the absence of Reoorder J. Q. Adams. The Council proceeded
to organize for the year 1941. Councilman Ralph Koozer was duly nomdnated and elected
Chairman of the Council. Cowlc1lman Guy T. Applewhite was duly Ilbainated and elected
Vioe~hairma.n of the Council. The meeting was then ca.lled to order by Vice-Chairman
Applewhite and the Council prooeeded with the regular order of business.
The minutes of the Council meetings held on Dec. 17 and 30th. 1940 and Jan. 4.
1941 were read and after some correotions were appreved.
Bills totalling $15.439.78 were read by City Sup''t Biegel. It was moved by Cran-
dall and seconded by Carson that the bill s be allowed and ap,.id upon approval of the
proper coumdttee. Motion carried.
There were nomDepartment reports.
The Real'by Committee reported thru Councilman Carson, re:biring Chairman. that in
view of the general advance in prices. it appeared advisable at this time to pprchase
a power"nower for the Cem...,ry and an electric water heater for the Hospital, both
i temB having been provided for in the budget. It was moved by Carson and seoonded by
Tayler that Ci~ Sup't Biegel be authorized to purchase the power mower and eleotric
water heater. Motion carried.
Since School District No. 5 was considering the purohase of a power mower in the
near future.. it was suggested that the City Sup't contact the Sohool Sup't to ascertain
whether the School District and 'the City could co-operate in obtaining a better pr'ce
by purchasing two power mowers under a joint purchase agreement.
Counoilman Applewhite presented a free list of thirteen names.. all of which had
been investigated by his committee and the Relief Agency. I"b was moved by Tayler and
seconded by Carson that the free lis't tor City water and/or light service as submitted
by Mr. Applewhite" be approved. Motion carried.
It was moved by Crandall and seconded by Woodell that the City Superintendent be
authorized for and in behalf of the City of Ashland. to execute contracts with the
Associated. Shell and Standard Oil Companies, for gasoline 'uring the year 1941 on the
basis of the bids submitted Jan. 4.. 1941, being 14.90, 13.23.. and 12.73 cents per
gallon for the three grades of gasoline. Motion carried,
It was moved by Crandall and seconded by Carson that any and all action of the
Common Counoil of the City of Ashland, Oregon taken at the adjourned meeting held on
January 4, 1941, and the committee appointnents as made by Mayor Wiley at that time,
be in all matters fully ratified, approved and comtirmed. Motion carried.
An ord~nanoe providing for t he compensation of elective and appointive officers
of the City of Ashland for the period from Jan. I, 1941 'tip to and including Deo.31.
1941 and declaring an emergency, was read by the City Attorney. It was moved by ~ayler
and seconded by Crandall that 'the rules be suspended and the ordinance be passed to
second reading by title only. Mo'tion carried. Af'ter the title of the ordinanoe had
been read, it was moved by Carson and seoonded by Crandall. that the ordinance be
adopted a8 read. Upon roll oall, the ordinance, City Ordinance No. lCD1? was adopted by
the unanimous ~ affirmative vote of all Councilmen present.
It was moved by Crandall and seconded by Carson that the Council adjourn to meet
at the call of the Mayor:
