HomeMy WebLinkAbout1979-089 Agrmt SOSC STATE AGENCY/CITY COOPERATIVE AGREEMENT THIS AGREEMENT ~ made aooentered into thi s / !?5-day' of a ...;';1<:.-, , 1979 by and between the State of Oregon acting by and through the State Board of Higher Education on behalf of Southern Oregon State Co 11 ege, herei nafter referred to as the "Co 11 ege II, and the Ci ty of Ashland, Oregon, hereinafter referred to as the "City." WHEREAS, the City and College desire to cooperate in the program of developing and exchanging information, services and facilities that would be mutually beneficial and would serve to achieve common objectives in the exercise of their planning duties, powers, and re- sponsibilities; and WHEREAS, the City has been given responsibility for coordinating all planning affecting land uses within the City, including those of the City, special districts and state aqencies to assure an integrated comprehensive plan as defined in ORS 197.175 for the entire area of the City. NOW THEREFORE, for and in consideration of the premises herein con- tained, the parties hereto agree with each other as follows: l. By reference, the City.s current Comprehensive Plan and implementing Land Use Ordinance is made a part of this agreement. 2. By reference, the College's current Master Plan is made a part of this agreement. 3. The City and the College hereby agree to coordinate the de- velopment of facility plans and programs which may affect the other party. I , ;,;. ._ 1'""\(/.>, r j '.J ~-:-., , 1- :~) 1,'-- ...: .. \ (' ,~, ,,,~... ) '\../ _I ... , -2- (a) Early in the planning process the City will provide to the College copies of proposed chanqes to the Compre- hensive Plan or land Use Ordinance with sufficient time before implementation to permit the College to review and comment in writing to the City on the proposed change. (b) Early in the planning process the College will provide to the City proposed changes to the College Master Plan with sufficient time before implementation to permit the City to review and comment in writing to the College on the proposed change. 4. The College Master Plan referred to above shall identify the official campus boundaries for the College. It shall also identify enrollment projections, existing facilities and the general sites for proposed major buildings, utilities, parking, + land use, transpo~ation plans, facility identification and gen- eral features of landscaping. 5. The City and College will meet as necessary to review and where possible, coordinate their individual proqrams and activities that affect the other, in order to insure maximum mutual benefit.
