RESOLUTION NO. 79- S-'1
A RESOLUTION ADOPTING "THE SOUTHERN PLAN FOR
THE 80's" AS PREPARED BY SOUTHERN OREGON STATE
COLLEGE.
WHEREAS, Chapter 197 of the Oregon Revised Statutes and the
Goals and Guidelines of the Oregon Department of
Land Conservation and Development, require that the
planning activities of the City of Ashland and the
College be coordinated under the provisions set forth
therein; and
WHEREAS, a series of informational meetings and study sessions
have been held between City and College planning bodies,
culminating in public hearings before the Planning Com-
mission and City Council regarding all aspects of the
plan; and
WHEREAS, there is general agreement concerning most of the recom-
mendations and land-use patterns set forth in the Plan
except three areas which remain unresolved.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of
the City of Ashland as follows:
SECTION 1. The Southern Plan for the 80's as prepared by
Amundson Associates for Southern Oregon State College, through
the State Board of Higher Educatio~ is hereby approved, except
as set forth in Exhibit "A" attached hereto and made a part
hereof.
SECTION 2. The cooperative agreement executed in October of 1979
shall continue to govern the relationship between the City and
College as to future amendments to either the City Comprehensive
Plan or College Plan, and the City hereby expresses its intent
to work with the College in an attempt to resolve those issues
in dispute as set forth in Exhibit "A".
The foregoing Resolution was READ and DULY ADOPTED at a regular
meeting ~f the City Council of the City of Ashland on the ~/~A

EXHIBIT "A"
The City of Ashland does not accept those portions
of the Southern Plan for the 80's in the following subject
areas:
(1) The City is in the process of formulating its Master
Plan of Streets and Highways as a part of its Compre-
hensive Planning Process, the effects of which on the
proposed college vehicular circulation plan are not
known at this time. Therefore, the proposed vehicular
circulation plan is not approved at this time.
(2) The City does not approve of the proposed public street
closures at this time for the reasons set forth in
(1) above, particularly the closure of Iowa Street from
Walker Avenue to Wightman Street, and Indiana Street.
(3) The City believes that the location of the proposed
married student housing on the westerly side of the
campus may prove incompatible with existing single
family developments in the area, and needs further
study.
