May 15th to this date in order to insure a full council attendance. Present: Mayor Wiley. Councilmen Andrews" Daugherty" Merrill" Putman, Redford" Selbyo Absent: None The minutes of the previous meeting were read and approved as read. Monthly reports for April for the Electric" Street and Water Departments and Librarian and City Recorder were read. accepted and ordered placed on file. Mr. Stewart reported that the street grader had been up past his place one or two times since the condition of P~s road on Terrace Street had been repprted to the Council. but that no work had been done on it as requested. Following some discussion" it was agreed that the City equipment would be used on his road to improve it as soon as oon- venient and the expense charged to Mr. Stewart. The following applications for building permits were presented: No. 19: To erect garage and store room at 476 Beach Street at an approximate cost of $200.00 by H.R. Van Valkenburg. Noo 20: To build addition to the Ashland Cold Storage at Helman and Water streets at an approximate cost of $6.000000 by Earl T. Newbry. No. 21: To erect house at location on Monroe Street. Fairview Addition at an approx- imate cos~ of $5~OOO.OO by Dale McAllister. No. 22: To erect d~lling at 983 Oak S~reet at an approximate cost of $3.000000 by George M. Hoffman. No. 23: To erect garage at 296 Beach Stree~ at an approxirr..ate cost of $150.00 by Ethel O. Mitchell. No. 24: To erect one story dwelling and garage at 501 Fairview Street a"t an approx- imate cost mf $2.oo0vOO by Sophie Risland. It was moved by Daugherty and seconded by Redford that the permits be granted. Carried", Mr. Eric Weren, President of the Hargadine Cemetery Ass'n1 asked for additional funds for the oare of Hargadine Cemetery" also for the improvement of the roadway to the cemetery and pOBsibility of coming under perpetual upkeep agreement for lot owners in the cemetery. Upon motion by Daugherty. seconded by Redford. solicitation for the sale of perpet- ual upkeep agreements in Hargadine and all other city oemeteries was authorized and urged. Carried. Upon motion by Redford" seconded by Putman, the Inatter of illiproving the roadway to the Hargadine Cemetery was referred to the City Sup't., City Att'y and Cemetery Committee. Carried. The matter of securing a share of stock of the Bellview Co-operative W~ter Ass'n by H. W. Heitz for his dump g~ound property which he had acquired from the City was dis~ cussed. Twomshares of Bellview stock had been owned by the City for several years, one being for the Air Port and the other for the dunp ground property. The air port stock had been transferred at the time of the sale of a piece of air port property. The point in question was ~'ther Heitz was entitled to the other share. The general feeling was that he was not~ since he had obly paid $15.00 for the land and tm stook was worth #150000 It was finally moved by Selby and seconded by Putman that the City recommend the increase in capitalization of the Be1lview Co-operative Water Ass'n by ten shares and that the City reserve the right to purchase two of these shares. Carried. May 22. 1945 No. 13 An ordinanoe granting a franchise for the oollection of garbage and refuse witr~n the Ci ty of' Ashland to DeweJT Van Curler for the period from April 1, 1945 to April 1, 1948 having been read the first time on May 1st, it was moved by Merrill and seconded by Redford that the ordinance be passed to the second reading by title. Carried. After the reading by title, it was moved by Redford and seconded by Daugherty ;he.t the ordinan81 ce be adopted as read, and following a unanimous roll call, the Mayor declared City Ordinance Noo 1047 adopted. An ordinance granting a franchise to the Calif'ornia Pacific Utilities C~oration for a period of ten years from March 16, 1945, having been read the first tiffie at the May 1st meeting, it was moved by Pu'tman and seconded by Daugherty that "the ordinance be passed to the second reading by title only. Carried. Following the second reading by title, it was moved, seconded and .arried that the ordinance be adopted as read, and following a unanimous roll call, the Mayor declared Ci t-,i Ordinance No. lv48 adopted. The next order of business was the budget forthe year July ljl 1945 to June 30, 1946. Before taking up the budget however.. a. letter from. Police Chief Talent to the Park Board concerning the policing of Lithia Park 1mS read. Louis Dodge and Chester C.rry" President and Park Superintendent respectively spoke concerning damage being done to flowers and shrubbeFy at night by vandals an. the dire need for police assist- anoe in oheoking it. The proposed budget of the city was thentaken up in l}rder by departments and some modifioations made, including additional pay for the band leader and added appropriations for ihe Hargadine Cemetery and the Pioneer BUilding. Upon motion by Andrews. seoonded by Putman, an additional allowanoe of $700.00 for park police for the new year was approved and authorization to plaoe a park policeman immediately on duty was made. Carried. Upon motion by Selby. seoonded by Putman, the plaoing of the unex~ed portion of the General Fund at the end of the fiscal year in a sinming fund for post war pro- jeots was authorized. Carried. Redford asked assistance from ~~e Ci~ in raising funds tor ~he promotion of the bill authorizing tax levy for the State Building Fund to be~voted on ata speoial elec- tion to be held on June 22. 1945. He stated that Ashland' s quota was $500.00 aM a.ked for a oontribution of $150.00 from the City. It was moved by.Merrill and seconded by Selby that $150.00 be given, to be paid out of the Emergency fund. Carried.
