The Council met in regular session at 7:30 P. M. this date. Present: Mayor Wiley~
Councilrr~n Daugherty. Fischborn, Merrill~ Redford, Weitzel. Absent: Councilman Nosler.
The minutes of thE, previous meeting were read and approved as read.
The monthly report of tre City Judge ani the semi-annual rep9rt of the Chief of
Police were read, accepted ani ordered placed on f'ile and the Police report ordered pub-
lished~ upon motion by DaUgherty, seconded by Fischborn and carried.
Bills amounting to $34.007.71 were read asto total amount only, same having been
oked by the various departrents. cOln,nittees all~ finance co!!l!JJittee ahd were ordered paid.
A letter from Dr. R. E. Poston. ,1. D. , City Health Officer statinG that he planned
to make his future home in South America and presenting his resignation as City Health
Officer, Park Commissioner and member of the Plan..rrln.~ Commission.
Following the acceptamce of his resignation~ the Mayor nwmd Dr. H. A. Woods, M. Do
as City Health Of'ficer and same VIas confir~ed upon motion by Rarord. seconded by D~ugh-
erty and carried. Dr. W. if. Weller 'Was named a member of t:re Park Cormni.ssion and con-
f'irmed upon motion by Weitzel. seconded by Fischborn and car ried. . .
A letter trOL1:D'. I'd. Carter concerning the sale of some Chautauqua Park proper'bJ
to the City was read by the Ci"bJ Attorney.
A letter of appreciation frohl tbe Y. :M. C. A. for the work done by the City in
reIEiring the Pioneer Bailding was read.
Rent to be charged the Ashlartd Sanitary Service for mse of the Ci~~ Reoorder's

A petition from the Ashland Rea.lty Board asking that North l\1ain Street" Eas-ev'Mm.
Street and Siskiyou BouleVard be opened up for business establishn:e'nts was read and a
report of the Ashland Planning Commissi on ooncerning their reoommendations on this am
other requests was also read. A lengthy discussiol'1 foIl owed with C. 1\,:. Frazier.. H. C.
Galey and others speaking. The petition of J". H. Winters, 92-6th Street, for per.nu8sion
to operate a sluall grocery store was also brought up and Mrs. Winters spoke to have the
request approved.
Peti tions for t he paving of upper Granite Street and Garfj.eld Street were read.
Indications vvere that the ~rani te Street paving was not possib~e now" but possibly Gar-
field Street might be completed this year.
Nx. Green who had entered the Council Chal~ers~ was asked to express his opinion
on the request of the rtealty Board for opening up North and East Main Street and Siskiyou
Boulevard. Mr. Green and !f.lro F'razier discussed the matter more at length.

Fire: Merrill -reported that a Fire Convantion was to be held at Corvallis and want-

ed. The nature of the school was along mechanicah lines.
A suggested contract with the Jackson Hot Springs for fire protection a.t$~OO.OO
-per call was discussed. The City Attorney reported on fire protection rates based upon
the assessed valuat_~_on basis. It was moved by Weitzel and seconded by Fischborn that
the City charge a rate for this protection based upon the assessed valuation. Car-ried.
Water: Fischborn read a report from the Water Committee concerning Q9ReePR~R5 the
improvement of the quality of city water. The repprt made six recommendations and the
first two were urged for completion as soon as possible. They Were (1) Cover Crowson
Rill reservoir. estLnated cost $10,000.00 and (2) Procure an auto&atia ohlorinator, est-
imated cost $3,300.00. The other"cpoints were the erection of' a f'il tration plant. replace
1. 8 inch pipe with 24 inch pipe~ erecfotl~ standpipes for intermediate supply and build

Upon motion by Fischborn, seconded by Merrill, the Howard Wiley Insurance Agency
was given the fire and theft insurance fpmicy on city cars.
A resolution proposing an amendment to the Charter of the City of Ashland to be
knmvn as Artcile :CKXII of said Charter authorizing and empowering the CO~1men Council
to make an annual levy of not to exceed ~NO mills on each dollar of assessed valuation
of property to be used for advertising, development and promoting the CitJT of Ashland
and immediate vicinity was read by the City Attorney. It was moved by l..Iaugherty and
seconded by Redford that the rules be suspended and the' resolution passed to the second
reading by ti t~e only. Car riedo FoIl Jwing t1J.e second reading, it wa s mov~d by Daugh-
erty andseconded by Weitzel that the resol~tion be adopted as read. Carried. Thereupon.
the Mayor declared the resolution adopted, following a unanimous roll call.
Upon motion by Redford, seconded by Fischborn the re-purchase of cemetery spaces
was set at $25.00 per space or their actual cost to the ori~nal purchaser. Carried.
Building pennits nwabered from 101 to 121 incl~sive were approved upon motion by
Merrill, seconded by Weitzel and carried. Total of permits, $52.100.00.
