Present: Mayor Wiley, Councilmen Daugherty, Fisch~orn, Merrill, NosIer, Redford and Weitzel. Absent: None. The minutes of the two previous meetings were read, corrected and accepted as corrected. Monthly report of the City Judge for February was read, accepted and ordered placed on file, This report showed a total of fines and costs of $ The financial report of the Recreational Committee was read, accepted and ordered placed on file. 1~. Boitano and Mr. Blume were called upon regarding the earbage franchise. Mr. Boitano stated that the franchise was up in April of 1948 and asked for a 10 year extension on this franchise, which would include additional facilities. The matter was referred to the Realty Committee for study. It was moved by Daugherty, seconaed by NosIer that the Realty Committee, City Attorney and City Superintendent study the garbage franchise extension further and report. Carried. The City Attorney read the proposed telephone franchise. N~., Hammond of Medford was asked to comment in regard to the requested 20 year franchise. After explanation by Mr. Hammond of improvements expected in Ashland telephone system, the City Attorney read a le tter regarding privileges of the police and fire departments in connection with the new franchise. These privileges to be part of the franchise. It was moved by Weitzel, seconded by Daugherty the rules be suspended and the ordinance be passed to second reading by title only. Carriedq Following second reading, it was moved by Redford, seconded by Fischborn that the ordinance be adopted.as read. Carried. ~ter unanimous roll call Mayor Wiley declared City Ordinance #1070 adopte~ Airport: The City Attorney introduced Mr. Frieberger of th3 Federal Civi~ Aeronautics Con~ission and ]~. Hill of the State Civ. Aeronautics Commission, who appeared to discuss problems and to answer questions the Council might b~ve regarding the airport. The City Attorney said Mr. Hamby, owner of ,the airport tract has declared he is willing to allow $2000 of the purchase price run until such time as government representatives can authorize financial assistance to the City in the event of purchase. Max Guiley, Medford. said he wished to lease the airport and felt it could be used as an auxiliar,r field. After considerable discussion, ~~. McKeever arose and suggested to t he Council that the matter be put to the public by a special election asking for either a negative or affirmative vote on the purchase of the airport and also in the event of purchase. whether by bonds or accessible City funds. It was moved by Fischborn, secondea . by Weitzel that the Council call a special election for the purchase of the airport at $18,000. Unanimous roll call was taken, motion carried. C. C. Williams, Chief of Police reported on two-way radio communication for Police. Fire, Water Departments and for the City Superintendent. Carried. Finance Committee: No report. ~lectric Lights Report: None FireReport: Merrill suggested that a water main might be installed along Winburn Way for further fire protection. It was felt this was not necessary. Report was called for on the damage caused by the overflow of water from city water main on the property of a resident on Maple Street. Redford said that there was evidences of considerable flow of water under the house as a result of ground softening under the foundation. Ear~ Hosler was delegated to investigate further as to whether or not/~~~er main had caused this damage. The City Attorney read the Engineer's Agreement which called for fee for his professional services at the rate of st% of the total cost of the work contracted, exclusive of lend cost, legal or engineers fees. Fischborn moved, Redford seconded that the agreement be accepted as read. Carried. w~. Harvey reported on his visit to Reeder Dam, and asked for additional time to conduct a more thorough investigation of gateways before making recommendations. Street Report: The proposed construction of a street parallel to Peachy Lane was introduced. street to be 40 feet wide at ~eginning, 36 feet wide opposite the Misses Beswick's home property and 40 feet wide nt the opposite end. It was moved by Daugherty, seconded by Merrill that this street be constructed if the additional 4 feet opposite the Beswick property can be obtained by the City Attorney~ Carried. Realty Committee Report: The steve Zarka's Service Station requests permission to build a low, partial building adjoining present building, to be situated in the triangle frontage on this site; to be fully ftindowed for street visibility~ Moved by Redford, seconded by Weitzel that further study be made by the Council before granting permission. Carried. The City Attorney reported that the Purdy House may be for sale. He wanted to know if the council was interested in it for a fire station site. ~ome discussion followed, a nd the City Attorney was instructed to get a price. . Mayor Wiley asked that the City superintendebt be relieved of maintenance work in order that he may devote full time to the construction work at hand. Street Superintendent would be appointed by the Mayor. It was moved by Daugherty, seconded by Redford that the rules b~ suspended and that the ordinance be passed to second reading by title only. Carried. Following the second reading, it was moved'by Fischborn, seconded by Merrill the ordinance be adopted as read. Following unamimous roll call, Mayor Wiley declared City Ordinance *1073 adopted. Mayor Wiley asked that Howard Oden be appointed to the position of Street Superintendenc. There was some discussion r MArch 2, 1948 No. 12 Contid as to whether or not Mr. Oden would be able to devote full time to this position in view of his present duties aa a shovel operator. The City Super- intendent assured the Council th~t there were other operators to take this Job. It was moved by Merril~, seconded by Mosler that Howard Oden be appointed for the position of Street Superintendent. Carried, There was a discussion of the Water Bonds to be offered for sale. The City attorney was appointed to see that the 10% bond required on the Pinniger & Watkins bid for the ~inburn Way Eridge construction was paid.
