2010 Annual Commission/Committee Appointment Process
Please note attached schedule deadlines for submittina recommendations for appointment per
Resolution #1989-24
The following is a list of applications and requests for reappointment received for the Annual
Commission/Committee/Board Appointment Process.
Please note: Most Commissions are 3 year terms with the exception of the Band Board (1 year term)
and Planning Commission (4 year term), Because there are current vacancies on some Commissions
you may find terms identified with different term ending dates.
Only new applications are attached. If you request further information on any person requesting
reappointment, please let me know. I have enclosed contact information on all our Commission
members if you should wish to contact them.
This information is also being submitted to the chairs of each Commission and staff liaisons.

(Per Reso. 1989-24)
Friday, February 15
A public notice entitled "Notice of Appointment" shall be published
Friday, March 19
(1) Deadline for applications from citizens; and (2) a complete set of
applications shall be forwarded to the Mayor and each Councilor within
three days after said deadline.
Friday, April 2
Final day for individual councilors to submit their personal
recommendations to the Mayor.
Wednesday, April 7
Mayor is to submit a preliminary list of recommended appointees in
writing to each councilor.
Friday, April 9
Final day for individual Councilors to provide the Mayor with any final
comments concerning the list of recommended appointees.
Monday, April 12
Mayor is to submit a final list of appointees for inclusion with the
agenda packet.
Tuesday, April 20
Appointments confirmed by the Council at Regular Council Meeting,

This letter is my formal letter of interest to the community of Ashland and in particular to
the members of the Housing Commission. I am interested in filling one of the vacancies
currently on the Housing Commission and/or the position of liaison to homeless/houseless of
Ashland,
Hello, my name is Nikki Pons, I am a recent graduate of Southern Oregon University. I
attained a Bachelors degree in social science in 2008, Some of my coursework led me to directly
engage with many of the issues surrounding homelessness in Oregon, the lack of housing options
and the lack of services to homeless people in Ashland. But more importantly, I have valuable
and very hard won life experience in this area that I know will shed some light on the issue and
along the way, hopefully I can defuse some community fears as well. I have collected facts,
insights and ideas for solutions from my experiences and the experiences of others, I want, no, I
need to share these insights with all of you,
I currently reside out of my car with my 9 month old Shepard-mix Elsha. If you have not
read this article as it appeared on 2-14-2010 in the Medford Mail Tribune, I invite you to do so.
This is me, in our world, I have been periodically homeless and/or on the verge ofhomelessness
for 20 years, The frustration inherent to this maddening cycle (and it is a cycle), eventually led
me to SOU, hoping I could improve my income potential and solve the problem once and for all.
So far, it hasn't worked so much. But maybe this commission will show me a clear path that will
get us to that point yet. I will never give up, The result of that Valentine's Day article was an
outpouring of love from this community that blew me away, and this is what brings me to write
to all of you today. I feel strongly that my community expects something of me, and I in turn feel
happily obligated to meet that expectation,
I attended the meeting Friday at SOU on homelessness and poverty, Attending that
meeting and representing the Housing Commission was Regina Ayers, She noted that city
policy is largely focused on preventative efforts. Prevention is of course the best policy,
However, at last count, there were over 800 homeless people in Jackson County. Jackson County
currently ranks sixth in the U.S, in the numbers of homeless people. Those are big numbers for
such a small area, I will assume first of all, from the nature of statistical surveys of this kind that
many people were not counted. I will also assume that some of these people live in Ashland and
other outlying towns, not all of them are/were from Medford (But then, legally speaking, without
an address we are not residents of Oregon at all),
Whatever our numbers, legal status or nature, it is true that there are homeless people
living in Ashland, who want homes, who are forced to travel to Medford due to the lack of
services in Ashland and thus become de-facto "residents" of Medford. Displacing the homeless
toward Medford via lack of services is not prevention; it is not even a humane option. I insist

that it is time for Ashland to accept that there is a problem and it is right here, Only then can we
begin a conversation not only about preventing homelessness, but also about sheltering and
restoring people to permanent homes when prevention efforts fail. About discovering and
alleviating ordinances, public actions and system glitches that aggravate, extend and in some
cases cause homelessness and about improving access to housing for the community as a whole
through the building of housing appropriate to community needs,
What is the city's responsibility to the homeless? What is the city's responsibility to the
houseless? How are those two conceptualizations different/alike? Why and when do
preventative programs fail? Why is meeting basic needs for food, shelter and clothing not
enough? Does homelessness lead to mental illness, or vice versa? Aren't all homeless people
substance abusers or spiritually/mentally bereft? How do we keep a few bad apples, those who
simply want a free ride, from spoiling our basket of solutions? What is the logic and the history
behind AsWand's resistance to building a shelter, even a day shelter? Why, with a population this
big, does the Medford Gospel Mission fill less than half of the beds it is funded for? Why, with
all the evidence in place showing that animals can heal and stabilize humans, do shelters turn
away those with pets? What are some other factors that create resiliency to homelessness?
Another 2-bedroom condo?! What are solutions that have worked elsewhere? Can we use or
improve any of those models? What is or has been done to date?
I do not simply come with complaints, nor do I bring an unwillingness to negotiate or a
packet of unreasonable demands solely motivated by my own personal trauma. Far from it, I
come with ideas for solutions, lots of them. I also have endless questions and a desire for other's
insights on the subject. I need those so I can make these ideas work for all of us. Most, ifnot
all, of these ideas are incomplete due to my own lack of understanding of the finer details, not to
mention my as yet sketchy knowledge of the viewpoints of other stakeholders, I seek to learn
from you,
I do know that if I could harness that energy, the innate progressiveness, positivity and
good will of Ashland to some of these ideas, we could make a few into workable, long term
solutions. I want your help, and I know you could use mine as well. Together I have no doubt
that we can cure homelessness, build community and provide innovative working models to
other towns, AsWand has always been on the edge, in spite of its old world charm, it is one of
the million reasons I love it here, I see no reason to break from tradition now.
I understand the time commitment involved and I am willing to give that and much more,
I have a good car and a phone with unlimited minutes, The years I have lived here have given
me more in terms of quality of life than I have ever known anywhere else. AsWand is unique and
very special to me. Please consider allowing me to attempt to return some of the love and
compassion I have received over the years to this community, it is the least I can do. My resume
follows and will give you some idea as to what I can do for the commission, what I need to learn
yet, as well as show a glimmer of my potential as a full member of this community. I look

goals of the Housing Commission,

would like to be more connected to what is happening locally so that I can be a more
effective representative, As a State employee at Self-Sufficiency. I am acutely aware of
the impacts on people and communities of the current economic crisis and the associated
homelessness affecting many children and families, I would like to help ensure that

My commitment to communities and governments providing social safety nets to less
advantaged people and to communities having a continuum of housing options has led
me to seek out learning opportunities and conduct research beyond training, During my
time on the Ashland Budget Committee I consistently attended the subcommittee
meetings having to do with Social Safety Net grants, I worked on Ashland's legislation
relating to partnerships with social service providers because I believe that the city plays
a key role alongside service providers.
As mentioned, I have worked at Oregon's DHS Self-Sufficiency office for over five years
and understand how members of our community, young and old are coping with difficult
economic conditions. I am motivated by those stories to contribute to finding long-term
housing solutions, I am quite familiar with the CDBG process and rules,
I worked with the Ashland Homeless Coalition and played a significant role in the
eventual adoption of Jackson County's 10-Year Plan to address homelessness, I have
studied issues related to homelessness and understand that the Housing Commission's
focus includes addressing some needs related to that.

What prior work experience have you had that would help you if you were appointed to
this position?
I worked 12 years full time as a free-lance artist before training in IT, Formed my own
company, Linkages Systems Group (San Francisco), to write custom programming for
banks, savings and loans, airlines, non-profits, For example, I wrote Wells Fargo Bank's
telemarketing system, World Airways charter pricing system, NY City Ballet's donation
tracking and solicitation system,
Moved to Ashland (1991) to pursue writing fiction; published two novels (The Omega
Transmissions, and Double Helix),
2007-present - one of the organizers of the Ashland Peace Fence and the Ashland Peace
Wall, an approved, in progress public art project. Wrote four grant proposals to raise
funds for the Peace Wall (including one to the Carpenter Foundation as co-applicant with
the City of Ashland), created and maintain their web site, and continue to work on all
aspects of this ongoing project until it is completed,

Do you feel it would be advantageous for you to have further training in this field, such
as attending conferences or seminars? Why?
Yes! One can always learn more, and, after attending a few meetings ofthe Public Arts
Commission, I can see that I have a lot to learn, In the span of a brief hour-plus long
meeting on March 18, 2010, there were discussions about the process of public art, from
Master Plan and concept, parameters, site location, RFPs, reviews and selection. I am
open to any training - formal or informal - the commission would recommend,

Why are you applying for this position?
My work with the Ashland Peace Fence and the Ashland Peace Wall has brought me into
contact with the Public Arts Commission and the superb people who serve on it. I feel I
have skills and experience that would contribute to serving the goals and vision of this
commission, I also love our city and the people who live here and would like to give back
in some measure for the ways in which Ashland has enriched my life,

Are you available to attend special meetings, in addition to the regularly scheduled
meetings? Do you prefer day or evening meetings?
I have a very flexible schedule, I am self-employed as a computer consultant, and so I can
adjust my schedule to accommodate the commission's meeting schedule, Either days or
evenings are fine, I do view my commitment to the completion of the Peace Wall as a
priority,

How long have you lived in this community? Since Sept., 1991 - 18+ years,

I tend to be a very organized person, Once I take on a project, I tend to focus like a laser
on it until it's successfully completed, I've been working with a team of people on the
Peace Wall organizing committee to fund raise, publicize, and create the Peace Wall, and
in doing so have enjoyed the process of co-creation, I have good writing and
communication skills, I have some free time, plenty of energy, and a strong desire to give
back to my community, I would be honored to serve on the Public Arts Commission.
