The Counoil met in adjourned session at l.OO P. M. this date. Pi'esent. Mayor Wile~
Counoilmen Applewhite, Crandall, Kooeer, Tayler, Wm;ll. Absent. Councilman Daugherty~
The purpose of the meeting was to consider III m!~ governing black-out
regulai:ions for the protection of the city due "to the declal'll. tions of war between
Japan, Germany and Italy and the United States which took plaoe during the week.
The proposed ordinance was read and following discussion, it was moved by
Tayler and seconded by Koozer that the rules be suspeIided and the ordinance be passed
"to the second reading by title only. Carried. Following the seoond reading, it was
moved by Koozer and seconded by Applewhite that the ordinance be adopted a~ read and
following a unanimous roll call, the Mayor declared City Ordinance No. 1026 adopted.
It was moved by Woodell and seconded by Applewhite that the ordinance be publish-
ed in full. Carried.
It was moved by Woodell and seoonded by Applewhite that the City Superintendent
investigate sirens or whistles for use in giving the alarm for blackouts in the case
of approach of enemy war planes. Carried.
Renewal of applications "to the-l'lregon Liquor Control Commission for a license
by the Plaza Cafe, A. E. Jordan, Cook's Reoeption and the Bohemian Club was approved
upon motion by Applewhite, seconded by Woodell and carried.
On motion, the oounoil adjourned~ to meet at the oall of the Mayor.
