Absent: Councilmen NosIer. Weitzel. The minutes of the previous meeting were read and approved as read. Monthly reports of.the Electric, Street and Water Departments and City Recorder were ~ad, accepted and ordered placed on file. City Judge Presnall made his report covering )he past years of his service and stated that he was retiring on Decemner 31st. ' \ Bills for plastic bells, $72.00 and others totalling $124.50 were approved upon ~tion made, seconded and car,ied. ~ Building permits numbered from 190 to 196 inclusive were approved upon motion by Redford, seconded by Fischbor~~~nd carried. Total of permits. $25.000.00 Application for licehsesltne Elk's Club and the Log Cabin were approved upon motion I by Daugherty, seconded by Fischborn and carried. I George C. Spencer again addressed the council and presented a petition signed by I some 200 people against the use of burners in the city limits of Ashland. He was vehementj in stating that the construction of the mill would not go ahead. Bernard Pederson also I protested the mill. He lived on Wightman Street where another mill was causing him some trouble on account of smoke and soot. A rather lengthy dmscussion followed and the City Attorney agreed to write to other cities having the same problem and see what their sol,. ution was. The sentiment of the council was that they had no right or reason to stop the construction of the mill since it was built in an industrial zone and was legal undvr the present zoning ordinance and unless or until a nuisance'was oaused'by the smoke, they did not feel there was any action to be taken in the uatter. A. L. Gilman. 151 Nursery Street, who had been stopped from operating a commercial garage in a residential zone, asked if it was possible to change one area from one zone to ahother. why not another. - On motion, the Council adjourned to meet at the call of the Mayor: I i I I I 1,.
