President Mayor Wiley, Councilmen Daugherty, Fischborn, Merrill, Nos.ler, Redford and Weitzel present. Absent: None. The minutes of the previous meeting were read and approved as read. Bills amounting to $40,818.38 were read as to total amount only, same having been OK'd by the various departments, committees and finance committees, and were ordered paid. Building permits n~mbered from 8-12 inclusive and totalling $21,000 were approved. The report ~ A. D. Harvey, Consulting Engineer, Medford, was read and a lengthy discussion followed. Mr. Harvey answered and discussed many of' the questions vhich were brou3ht up. In connection with the creek banks, the City Attorney, had suggested that the property owners might be asked to bear part of the expense in the vicinity of the laundry. It was moved by Fischborn, seconded by Redford that the City Attorney contact the owners of the property to see if' they would bear part of the expense, and to bring in a report at the next meeting. Carried. It was moved by Fischborn and seconded by Weitzel that the city proceed to clear the stumps and debris in the creek. Carried. Col. Charles Delsman, local National Guardsman, spoke asking that the National Guard be permitted to lease a lot on Water st. for the purpose of storage of 2 or 3 trucks. He stated that they proposed to construct a quonset hut 16x38. It was moved by Nossler and seconded by Weitzel that the matter be referred to the Realty committee for report. Carried. AIRPORT: A letter from the owners of the Ashland Airport was read in which they stated they are going to lose the property, and were willing to transfer their equity to the City of Ashland. 'I'he airport consists of' 57 acres of land across Bear Creek. Ben T. Lombard of the Lions Club, spoke stating that he felt the city should acquire the property. Philip Wendt stated that he thought an airport 15 miles away was close enough. Dr. Elmo stevenson stated that it was very important that the G.I. college students have a place for their air training. Mayor Wiley appointed a committee of three; Ben T. Lombard, C. M. Litwiller and Don OBleness, to act with the Council as a whole and meet at the airport at 1:00 p.m., Feb. 4. Mr. Nossler spoke about re-opening the area off Nevada St. Mr. Christlieb stated that the finest crop of celery could be raised there if it was properly drained. Ralph Billings also spoke on the drainage of the area and the road through this property. FILTRATION PLANT: The construction of a filtration plant was discussed, ~d A. D. Harvey answered questions which were brought I up concerning the required capacity of the plant. Mr. Harvey stated that meters would serve from 25 to 35% of the water minimum load, up to 50% on a maximum load. Von Kuhlman wanted a 6,000,000 or more Capacity filtration plant. Mr. Galey asked why the city had not investigated the Medford water. He thought that before proceeding further the city should investigate the possibility of obtaining medford water. :~. Harvey stated that the filtration plant could be increased by 2,000,000 additional gallons with the expense of approximately $50,000 and more, and this $50,000 would include $20,000 for additional pipe. / The City Attorney read a resolution proposing and amend- ment to the Charter of the City of Ashland: . PESOLUTION: Proposing an amendment to the Charter of the City of Ashland, Jackson County, Oregon, to be known as Article XXXIII of said Charter, authorizing the Comrron CoUncil to issue General Obligation Bonds in a sum not in excess of Four Hundred Thousand Dollars ($400,000.00) as hereinafter described, for the purpose of providing funds with which to construct a water filtration plant, three covered water reservoirs and partial renewal of distribution main as a means of improving the water distribution, and water supply of said city; providing that such proposed charter amendment be sub- mitted to the electors of said city for their approval or rejection at a special election to be held in said city on the 24th day of February 1948; appointing judges and clerks of election; providing a ballot title for said proposed amendment; providing for notice of election, and declaring an emergency. It was moved by Daugherty and seconded by Nossler that the rules be suspended and the resolution passed to the second reading by title only. Carried. It was then moved by Fischborn and seconded by Merrill that the Ordinance be adopted as read, and following unanimous roll call the Uayor announced the resolution adopted. , An Ordinance levying a special benefit assessment in the matter of construction of pavement was read by the City Attorney. It was moved by Daugherty and seconded by Redford that the rules be suspended and the Ordinance be passed to a second reading by title only. Carried. Following the second reading, it was moved by Redford and seconded by Merrill that the Ordinance be adopted as read and following unanimous roll call the Mayor declared City Ordinance #1068 e.dopted. Harvey .s soon as deeds can be secured from the adjacent property owners. Police: Chief C. C. Williams stated that the drivers' training sChOOL was to be sponsored by the high school, and they wanted the assistance of the police department in the school. Cont 'd. The City Attorney reported that Judge Coleman would deed to the city 80 acres of timber land up the canyon upon receipt of a check for $10.00. It was moved by Redford and seconded by Daugherty that the check bc sent. The City Attorney also reported on (j#l acres owned by the city, and it was moved by Merrill and secondcd by Fischborn that the timber be cruised. Carried. A publIc hearing on the proposed zoning was set for Feb. 17. I Moved by Fischborn and seconded Daugherty. Carried. To provide for additional work in the Recorder's Office, assistance was authorized to the extent of six days or $50.00 per month. Moved by Daugherty and seconded by Fischborn. Carried. The application of Robt. O. Luger for tre lease of the hos)ital at $100.00 plr month was referred to the Realty com~.ittee for re)ort. It was stated by Redford that land consisting of 22 acres just across from Whlker Avenuel suitable for cemetery land could be secured at a coat of not over ~20,OOO.
