RE: Emergency Tree Removal at 171 North Main
Mr. Szanto,
The Planning Division reviewed you request for a Tree Removal Permit on July 25, 2013. In our
review, we found that substantial evidence exists to necessitate the removal to be processed as an
Emergency Tree Permit in accordance with AMC 18.61.042.
The arborist report from Bruce Ziegler from A to Z Tree Service dated on July 25, 2013 notes that the
approximately 50-foot tall Cottonwood tree has multiple trunks, one of which has been dead for some
time and hangs over North Main Street. The report goes on to say Cottonwood trees tend to be weak
trees and not suited for urban areas, and those with multiple trunks tend to split apart at the base and
can cause catastrophic failure. In Mr. Ziegler's professional opinion, having pedestrians and vehicles
as potential targets is a significant risk; therefore, the tree should be removed immediately.
In staff's opinion, this area of North Main Street has high pedestrian and vehicle traffic, and the
potential risk to the community of the tree's eminent failure is too great for a typical tree removal
process. Therefore, Staff approves the removal of this tree as an Emergency Tree Permit.

I am writing you with concern for a dead Cottonwood leader at 174 North Main Street in
Ashland. The leader has been dead for some time. The dead leader leans over sidewalk, bike
path, and city street. When this leader falls, it could reach across the entire roadway into the
Methodist Church property. The leader has a defect about 15' from the base where the wood has
cracked and opened up. The probability for falling has increased with this defect. It is in the
r best interest of the owner to remove all hazardous limbs of this tree that could potentially cause
harm to citizens.

Michael,
The Cottonwood tree at this address is a multiple trunk tree with the portion over Main St being dead. This tree is a
Hazard as stands due to the "target of pedestrians and vehicles". Also multiple trunk type trees tend to split apart at
the base and cause catastrophic failure. Cottonwoods tend to be week trees and are also not well suited to be yard
trees close to structures and significant targets.
Thus, I am recommending removal of the entire tree as soon as possible, especially the trunk over Main St.
